Overview

Senior Program Director, Transitional Housing

Samaritan Daytop Village is a leading human services organization in New York State serving over 38,000 New Yorkers annually across more than 60 locations through Transitional Housing, Community Based Services, and Residential and Outpatient programs. The Transitional Housing division operates over 30 programs for single adults and families experiencing homelessness across all five boroughs of New York City. 

The Senior Program Director provides strategic leadership and administrative oversight for a portfolio of transitional housing facilities. This role focuses on mentoring a team of Program Directors, ensuring operational excellence across multiple sites, and aligning  performance with agency-wide goals. By bridging the gap between executive leadership and site operations, the Senior Program Director ensures that all programs provide safe, high-quality care while maintaining full regulatory compliance and a dedicated, well-supported workforce. 

The ideal candidate brings extensive leadership experience within the NYC Department of Homeless Services or similar programs, with a proven ability to manage multiple complex sites simultaneously. They are an expert at developing talent, streamlining policies across various programs, and navigating the nuances of social service management. This position is designed for a seasoned professional committed to supporting both the leadership teams they oversee, and the clients served throughout the portfolio, requiring regular travel across New York City to provide direct on-site support and oversight. 

Responsibilities
  • Provide strategic supervision and mentorship to a portfolio of 5-8 Program Directors, ensuring they effectively manage their staff and site operations

  • Conduct regular travel across NYC to provide on-site leadership, oversight, and support to program management teams

  • Guide Program Directors in the hiring, training, and professional development of their respective teams to build strong leadership pipelines

  • Oversee the clinical and administrative performance of multiple sites by holding Program Directors accountable to high-quality service standards

  • Ensure all assigned programs maintain a safe and therapeutic environment through regular consultation and site visits with leadership

  • Monitor and audit portfolio-wide compliance with OTDA and NYC DHS rules, regulations, and reporting requirements

  • Advise Program Directors on plant operations and facility maintenance to ensure a secure environment of care across all locations

  • Review and standardize clinical documentation practices to ensure site-level records meet regulatory and agency expectations

  • Support Program Directors in developing and implementing new service components to better address client needs

  • Act as a senior-level consultant for Program Directors during emergencies or complex site crises

  • Serve as the primary liaison between site-level directors and executive staff to report on operational status and regulatory standing

  • Lead the implementation of agency-wide policies by coordinating with Program Directors to ensure consistent deployment across the portfolio

  • Fill in for Program Directors for vacations, leaves or other absences as needed 

Qualifications
  • Master's Degree in Social Work (MSW), Public Administration (MPA), Public Health (MPH), or a related human services field

  • 10+ years of progressive experience in homeless services or transitional housing operations

  • 5+ years of experience supervising management-level staff, specifically mentoring and developing Program Directors

  • Proven track record of overseeing multiple social service sites and ensuring high-level operational success

  • Deep expertise in NYC Department of Homeless Services (DHS) and OTDA rules, regulations, and compliance standards

  • Demonstrated experience in strategic recruitment, hiring, and building leadership pipelines for social service programs

  • Ability to travel frequently between program sites throughout the five boroughs of NYC to provide on-site leadership

  • Expert knowledge of local and state laws governing transitional housing, including HIPAA and safety regulations

  • Strong crisis management skills with the availability to provide 24/7 consultation for emergency site issues

  • Advanced organizational and communication skills with a focus on implementing agency-wide policy and procedure

  • Strategic problem-solver capable of managing complex facility budgets and high-level administrative tasks 

Additional Information 

This is a full-time exempt role with an annual salary of $123,000 with a full benefits package. Benefits include medical, dental, and vision insurance, 25 days of paid time off, access to a retirement account with an employer to match, and tuition reimbursement.  

This role is based out of midtown, Manhattan and has a regular schedule of Monday-Friday 9am-5pm. However, given the nature of this role, and 24/7 operation of our facilities, the Senior Program Director is required to work a flexible schedule as needed and be on call for emergencies. 

This role operates fully in-person with time spent between the midtown office and portfolio program locations.
