THIS IS A STATEWIDE VACANCY - POSITON LOCATION WILL BE DETERMINED BY SELECTED CANDIDATE LOCATION.
The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking, and public assistance. The agency's mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

INVESTIGATOR SUPERVISOR - 60060347 - ESS OFFICE OF PUBLIC BENEFITS INTEGRITY- BENEFIT RECOVERY
THIS IS NOT A TELEWORK POSITION.
The selected candidate will be required to work at the closest available office location.
This position is a statewide vacancy and the position's location will be determined by the selected candidate's location.
Some travel may be required.
This is a full-time position working 40 hours per week.
Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.
The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.
MINIMUM QUALIFICATION
- Must be a current DCF employee
- Must have a minimum of 2 (two) years Florida DCF experience determining eligibility for government assistance programs (Temporary Cash Assistance, Food Assistance, Medicaid and Refugee Assistance) and 3+ years of OPBI experience. Previous supervisory experience with a State Agency within Florida can substitute for OPBI experience on a year-for-year basis.
- Must have a valid State-issued Driver's License and access to reliable transportation.
- A willingness to travel extensively, including overnight and use of personal vehicle may be required.
PREFERENCE WILL BE GIVEN TO CANDIDATES WITH THE FOLLOWING:
- Previous experience following Human Resources procedures or experience resolving personnel issues.
JOB DUTIES AND RESPONSIBILITES
This is a professional position responsible for supervising and training employees of the Office of Public Benefits Integrity (OPBI) Benefit Recovery (BR) Program within the Economic Self Sufficiency Program. The incumbent must have expertise in the use of the computer systems and have detailed knowledge of the rules and regulations governing the BR Program. The person occupying this position works to ensure the BR is administered in conformity with federal and state policies.
The primary job duties of the incumbent will be to ensure the job duties and responsibilities are completed in a timely manner and with a high accuracy rate. It is important for the applicant to display a professional attitude and strong work ethic. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees; planning and directing their work, and having the authority to effectively recommend actions such as: hiring, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports, as well as evaluating employees against established standards and taking appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.). Duties include assisting in fraud investigations and providing support in the recovery of funds lost due to waste, fraud, or abuse. This position is qualified to be exempt from public records. Duties include, but are not limited to:
Leadership:
- The incumbent primarily spends the majority of their time leading, communicating with, motivating, training, and evaluating employees, planning and directing their work. The incumbent has the authority to hire, transfer, suspend, terminate, promote or discipline subordinates. Assigned duties include, but are not limited to the following:
- Oversees Direct Reports in a manner that best safeguards the integrity of public assistance benefits by investigating and determining overpayments and recovering misspent public assistance benefits through detection of fraud, waste, and abuse pursuant to Chapter 409, 414, and 445, Florida Statutes.
- Determines daily work assignments.
- Informs unit staff of their job responsibilities and the expected levels of performance.
- Ensures all work assignments are completed within designated time standards and in accordance with current rules, regulations, policies and procedures, and that individual members meet or exceed goals in accordance with program requirements.
- Develops or uses tracking systems to monitor the workload. Plans workloads, work flows, deadlines, work objectives and time utilization with employees.
- Provides policy clarification, technical assistance and training to subordinates and other groups.
- Evaluates, analyzes, and completes reports.
- Reviews and oversees referrals to/from BR, Division of Public Assistance Fraud, and other agency divisions as required for accuracy and correctness.
- Participates in the planning and presentation of performance reviews.
- Effectively manages resources to maximize staff productivity and efficiency.
- Communicates and documents on a regular basis conference with employees both individually and in staff meetings.
- Attends and participates in other trainings and workgroups as directed. Participates in supervisor conferences and meetings.
Administrative:
- Acts as liaison and maintains effective working relationships with work partners to include those internal and external to DCF and OPBI.
- Evaluates and properly documents the performance of staff and conducts regular formal and informal performance counseling sessions.
- Conducts case monitoring in accordance with program requirements.
- Ensures identified errors are corrected timely and accurately.
- Assists staff in developing and implementing corrective action plans and follows up as necessary.
- Efficiently manages state resources assigned to their area of responsibility.
- Ensures that personnel, fiscal, administrative rules, regulations, and operating procedures are followed.
- Resolves issues from internal and external customers.
Training/Proficiency:
- Incumbent must have a detailed knowledge of the eligibility process and procedures for Public Assistance Programs.
- Successfully completes all required training and monitors current recovery trends.
