Job Description:
The client is seeking an experienced Database Analyst to support enterprise application development, maintenance, enhancement, testing, and technical documentation activities within the Florida Department of Agriculture and Consumer Services (FDACS) environment. The ideal candidate should possess strong expertise in Oracle Forms and Reports development, Microsoft .NET technologies, Oracle database programming, AES LIMS application support, and enterprise application maintenance. This role requires supporting mission-critical systems, troubleshooting application and database issues, coordinating testing activities, maintaining technical documentation, and collaborating with technical teams, business users, and leadership to support operational and modernization initiatives.


Key Responsibilities:

  • Develop, maintain, and enhance applications using Oracle Forms, Oracle Reports, ASP.NET, .NET Framework technologies, and Oracle databases
  • Support, maintain, and enhance AES LIMS applications and associated database components
  • Analyze, troubleshoot, and resolve application, system, and database-related issues
  • Participate in application design, coding, testing, deployment, and enhancement activities
  • Collaborate with division staff, business users, and stakeholders to gather requirements and validate system functionality
  • Coordinate testing efforts, defect tracking, and issue resolution with technical teams and end users
  • Create, update, and maintain technical documentation supporting system enhancements and modifications
  • Ensure compliance with FDACS development standards, coding practices, and operational guidelines
  • Prepare weekly status reports documenting completed modifications, system updates, and enhancement activities
  • Maintain detailed change logs for scripts, procedures, packages, database objects, and system modifications


Additional Responsibilities:

  • Develop test scenarios, user acceptance testing procedures, and validation documentation
  • Provide technical support during testing, implementation, and production deployment activities
  • Document code changes using detailed comments, version history, and technical notes
  • Participate in collaborative multi-developer team environments and modernization initiatives
  • Support application modernization, process improvements, and operational enhancements
  • Communicate project updates, risks, issues, and recommendations to leadership and stakeholders
  • Support both production and non-production environments as required


Required Skills:

  • Minimum 5 years of experience with .NET and Visual Studio
  • Minimum 3 years of experience with Microsoft ASP.NET and .NET Framework 4.0 or higher
  • Minimum 5 years of Oracle Forms and Oracle Reports programming experience
  • Minimum 5 years of AES LIMS application and database support experience
  • Experience with AES DIVAS program components and business processes
  • Experience with AES ICOMS program components and business processes
  • Strong Oracle database development, support, and troubleshooting experience
  • Strong object-oriented programming experience
  • Experience working independently and within multi-developer team environments
  • Strong analytical, troubleshooting, and problem-solving capabilities
  • Excellent written and verbal communication skills


Preferred Skills:

  • State government application development experience
  • Experience following structured SDLC methodologies
  • Experience with application testing and User Acceptance Testing (UAT)
  • Experience creating technical and functional documentation
  • Knowledge of FDACS development standards and enterprise processes


Qualifications:

  • Bachelors or Masters degree in Computer Science, Management Information Systems, Information Technology, or related field preferred
  • Equivalent combination of education and professional experience may be considered
  • Minimum 10 years of experience in Information Technology, Systems Analysis, Management Analysis, Program Planning, Program Research, or Program Evaluation


Education:

  • Bachelors degree in Computer Science, MIS, Information Technology, or related field preferred
  • Masters degree preferred


Certifications:

  • Oracle Certifications preferred
  • Microsoft .NET Certifications preferred
  • Relevant database or application development certifications preferred
