Position Overview

The Manager, Technology & Data Services supports the mission of OCHIN by providing strategic leadership and operational accountability for enterprise data platforms, business intelligence services, and internal application development. This role ensures the delivery of secure, reliable, and high-quality technology and data services that enable clinical operations, business functions, and member-facing programs across the OCHIN collaborative.

This position has responsibility for three core functional areas:

  • Database & Data Platform Services (SQL Server, Epic Clarity, Power BI, BusinessObjects, Tableau, and data replication technologies)
  • Business Intelligence & Data Services (Development of data extracts, reporting solutions, and analytics sourced from Clarity and related systems)
  • Internal Tools & Application Development (Design, development, and support of member-facing applications leveraging modern technologies, including Claude, AWS, and related platforms)

Operating within a 24x7 environment where system uptime and data availability are critical, this role is accountable for service reliability, performance, and risk management across all supported platforms. The Manager ensures strong, proactive communication with internal stakeholders and OCHIN members, providing transparency into service performance, incidents, and planned changes.


This leader establishes and enforces standards for data governance, platform performance, and secure development practices, while driving continuous improvement in data delivery, operational efficiency, and solution scalability. The role partners closely with clinical, operational, and technology leaders to align priorities, ensure high-quality data solutions, and support organizational and member needs.


The Manager is also responsible for building and developing a high-performing team, fostering a culture of accountability, collaboration, and continuous improvement, while ensuring resources, priorities, and deliverables are aligned to organizational goals.


Essential Duties

  • Lead and develop teams across Data Platform Services, Business Intelligence, and Internal Tools Development, including direct management of engineers and indirect leadership through a BI Supervisor
  • Establish clear expectations, performance metrics, and accountability for service delivery and team outcomes
  • Build a high-performing, scalable organization through staff development, coaching, and succession planning
  • Own the reliability, performance, and availability of data platforms and application services in a 24x7 production environment
  • Ensure data availability and system uptime for mission-critical clinical, operational, and member-facing workflows
  • Lead incident response, escalation management, and root cause analysis; drive preventative improvements to reduce future risk
  • Oversee SQL database environments and DBA functions, including performance tuning, backup/recovery, security, and lifecycle management
  • Ensure stability and performance of Clarity and enterprise reporting platforms (Power BI, BusinessObjects, Tableau)
  • Lead management of data replication and data movement processes, ensuring timely, accurate data availability
  • Define and maintain standards for platform monitoring, patching coordination, and operational health
  • Provide leadership and direction to the BI function (through Supervisor), ensuring delivery of reliable, consistent, and scalable data extracts and data products
  • Drive standardization of Clarity-based data extracts, definitions, and delivery processes
  • Partner with stakeholders to prioritize work, align delivery with organizational needs, and improve data usability and trust
  • Lead development and support of internal and member-facing applications that enable OCHIN programs and services
  • Oversee development practices including secure SDLC, testing, release management, and ongoing support
  • Guide adoption of modern technologies including Claude, AWS, and related platforms to improve delivery velocity and capability
  • Ensure solutions are scalable, maintainable, and aligned with enterprise architecture and security standards
  • Lead structured change management processes to ensure technology and data changes are implemented with minimal disruption
  • Communicate system performance, risks, incidents, and planned changes clearly to:
  • IT leadership
  • Cross-functional teams
  • OCHIN members
  • Ensure transparency and trust through timely, consistent communication
  • Participate in long-term planning for data, analytics, and application development capabilities
  • Identify and implement improvements across platforms, processes, and team operations
  • Track and report on key performance indicators (uptime, delivery, incidents, data quality, etc.)
  • Align services to evolving organizational priorities and emerging technologies
Requirements
  • Bachelor's degree in information technology, Computer Science, Data Analytics, or related field; or equivalent experience
  • 7-10+ years of progressive experience across data platforms, business intelligence, and application/data engineering
  • 3-5 years of remote people leadership, including performance management, team development, and delivery accountability
  • Proven experience leading enterprise data platforms and analytics environments, including:
  • SQL Server, Epic Clarity, and data warehouse technologies
  • Business intelligence tools (Power BI, BusinessObjects, Tableau)
  • Data pipelines, integration (ETL/ELT), and data modeling
  • Experience supporting internal tools and application development, including modern architectures leveraging AWS, APIs, and AI-assisted development tools (e.g., Claude)
  • Experience with data replication, availability, and platform performance optimization
  • Proven ability to lead teams supporting 24x7 critical data and application services, with accountability for system uptime, data availability, and service performance
  • Experience defining and managing SLAs, data refresh cycles, and operational metrics
  • Demonstrated ownership of incident management, root cause analysis, and continuous service improvement
  • Experience establishing and enforcing data governance, security, and secure development practices
  • Strong background in capacity planning, performance optimization, and platform lifecycle management
  • Experience managing or influencing cloud consumption, platform costs, and vendor relationships (FinOps)
  • Strong communication skills, with the ability to effectively engage:
  • Internal leadership and cross-functional IT teams
  • OCHIN members and non-technical stakeholders
  • Proven ability to provide clear, transparent communication regarding:
  • Service performance
  • Incidents and outages
  • Planned changes and platform evolution
  • Proven ability to lead enterprise change management, ensuring coordination, minimal disruption, and successful adoption of new platforms and tools
  • Experience aligning clinical, operational, and technology stakeholders to deliver high-value data and application solutions
  • Demonstrated ability to build and lead high-performing teams, with a focus on accountability, collaboration, and continuous improvement

Preferred Qualifications -

  • Experience working in healthcare or regulated environments, including Epic data structures (Clarity/Caboodle) and HIPAA-aligned practices
  • Experience leading or supporting BI modernization initiatives (e.g., BusinessObjects to Power BI or similar transitions)
  • Familiarity with modern data architecture patterns, including cloud-native data platforms, APIs, and data integration frameworks
  • Experience leveraging or overseeing AI-assisted development or analytics tools within enterprise environments

Work Location and Travel Requirements

OCHIN is a 100% remote organization with no physical corporate office location. Employees work remotely from home and many of our positions also support our member organizations on-site for new software installations. Nationwide travel is determined based on OCHIN business needs. Please inquire during the interview process about travel requirements for this position.
