The Opportunity:
CACI is seeking a Data Migration and Conversion Specialist to lead and execute the migration of federal HR data from legacy systems into Oracle Fusion Cloud HCM as part of a large-scale federal HCM modernization program. This landmark initiative will transition federal civilian employee records from legacy platforms - including PeopleSoft HCM, Oracle EBS, and agency-custom HRIS solutions - into a unified Oracle Fusion Cloud HCM environment across multiple federal agencies. You will design and execute data extraction, transformation, cleansing, and loading strategies using Oracle HCM Data Loader (HDL) and HCM Spreadsheet Data Loader (HSDL), ensuring data integrity at every step. Each agency migration wave - from Small to X-Large complexity - requires meticulous data quality analysis, transformation rule development, and parallel validation to guarantee zero-disruption transitions. This role is ideal for a data professional who thrives on solving complex data quality challenges at massive scale in a mission-critical federal environment. This position is at the T4 (senior) level, suited for an experienced technical professional who operates with significant independence, resolves complex technical challenges using advanced techniques, and provides guidance and mentorship to less experienced team members.
Responsibilities:
• Design and execute end-to-end data migration strategies for extracting federal HR data from legacy systems including PeopleSoft HCM, Oracle E-Business Suite, and agency-custom HRIS platforms into Oracle Fusion Cloud HCM
• Develop and maintain ETL/ELT pipelines, data transformation rules, and data mapping specifications that convert legacy HR data structures into Oracle Fusion Cloud HCM data model formats using HDL and HSDL templates
• Perform comprehensive data profiling and quality analysis on legacy source systems, identifying data anomalies, missing values, orphaned records, and non-conforming data that require cleansing prior to migration
• Build and execute data cleansing routines that remediate data quality issues, standardize code values, resolve duplicate records, and align legacy data with government EHRI data standards and eOPF document classification requirements
• Plan and execute iterative migration cycles (mock migrations, dress rehearsals, and production cutover) for each agency transition wave, adapting strategies for Small, Medium, Large, and X-Large agency complexity tiers as defined in agency transition
• Design and execute parallel payroll validation testing that compares migrated Oracle Fusion Cloud HCM payroll outputs against legacy system payroll runs, ensuring zero-dollar-variance for all employee pay calculations before agency go-live
• Create and maintain data migration runbooks, conversion specifications, data dictionaries, and reconciliation reports that document every transformation rule and validation checkpoint
• Develop automated data validation and reconciliation scripts that verify record counts, data integrity, referential integrity, and business rule compliance across all migration objects (employees, positions, jobs, benefits, compensation, assignments)
• Collaborate with federal HR policy advisors to validate that migrated data accurately reflects current employee status, service computation dates, benefits eligibility, and personnel action history
• Coordinate with integration engineers to ensure migrated data aligns with downstream interface requirements for EHRI, eOPF, payroll providers, and benefits carriers
• Support data governance activities including data ownership identification, data quality metrics reporting, and migration issue triage and resolution with agency data stewards
• Operate with significant independence to analyze and resolve complex functional and technical issues, applying advanced techniques and serving as a go-to technical resource and mentor for less experienced team members across the program
• Lead small work efforts and technical initiatives within the assigned functional area, contributing to team strategy, conducting technical reviews of deliverables, and guiding junior consultants on Oracle Fusion Cloud HCM best practices and solution approaches
Qualifications:
Required:
• Bachelor's degree in Computer Science, Information Technology, Data Science, or a related field
• 6+ years of professional experience in data migration, data conversion, or ETL development for enterprise applications
• 5+ years of hands-on experience with data migration into Oracle Fusion Cloud HCM, Oracle ERP Cloud, or comparable enterprise cloud platforms using HDL, HSDL, or FBDI
• Strong proficiency in SQL for data analysis, transformation, validation, and reconciliation across relational database systems
• Experience with data profiling and data quality tools, with demonstrated ability to identify and remediate data anomalies in large datasets (100K+ records)
• Familiarity with ETL tools such as Oracle Data Integrator (ODI), Informatica, Talend, or Python-based data pipeline frameworks
• Understanding of HR data domains including employee master data, positions, jobs, compensation, benefits, and personnel action history
• Experience working within Agile or SAFe delivery teams, including iterative migration cycle planning and sprint-based delivery
• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)
• Additional experience may substitute for degree
Desired:
• 6+ years of data migration experience with at least one large-scale Oracle Fusion Cloud HCM implementation (5,000+ employees)
• Direct experience with Oracle HCM Data Loader (HDL) templates, HCM Spreadsheet Data Loader (HSDL), and Oracle BI Publisher for migration validation reporting
• Experience migrating data from federal HR systems including legacy PeopleSoft HCM, Oracle EBS HR, or agency-specific HRIS platforms
• Knowledge of federal HR data standards including EHRI data elements, eOPF document types, federal data reporting requirements, and Standard Form 50 data fields
• Experience with parallel payroll validation methodologies, including automated comparison and variance analysis
• Proficiency in Python or R for data analysis, transformation scripting, and automated data quality reporting
• Oracle Cloud Infrastructure Data Integration or Oracle Data Integrator certification
• Experience with Oracle Cloud technologies including Oracle Integration Cloud (OIC) and/or Oracle Cloud Infrastructure (OCI) in enterprise HCM or ERP environments
