Position Overview:
Praescient Analytics is seeking a highly skilled Data Integration Manager (Team Lead) to support the Data Capabilities Division (DCD) within INSCOM. This role is responsible for leading the design, integration, and operational sustainment of data pipelines, messaging systems, and enterprise data services that enable seamless intelligence sharing across U.S. Army, Joint, and coalition networks.
The Data Integration Manager will provide both technical leadership and mission-focused expertise to ensure data is discoverable, accessible, interoperable, and secure across multiple classification domains and mission systems. An active TS/SCI clearance and U.S. Citizenship is required.
Key Responsibilities:
Technical Leadership & Integration Oversight
  • Lead the design, development, and sustainment of data integration pipelines and messaging architectures
  • Oversee integration of structured and unstructured data across multiple platforms and networks
  • Ensure interoperability between systems supporting the Army Intelligence Data Platform (AIDP) and related mission systems
  • Guide implementation of API integrations, ETL/ELT processes, and data transformation workflows

Data Management & Governance
  • Implement and enforce data governance frameworks, metadata standards, and data quality controls
  • Ensure compliance with IC and DoD data standards (e.g., ICD 501, ICS guidance)
  • Support development and maintenance of data catalogs and tagging strategies

Cross-Domain & Multi-Network Integration
  • Support integration of data across multiple security domains and networks (e.g., JWICS, SIPRNET, NIPRNET, coalition systems)
  • Collaborate with Cross Domain Solution (CDS) teams to enable secure data transfer and accessibility
  • Ensure compliance with classification, releasability, and security policies

Cloud & Platform Engineering
  • Lead integration efforts within cloud-based and hybrid environments
  • Support deployment and integration of services within government-authorized cloud platforms
  • Ensure scalability, performance, and resilience of data systems

Team Leadership
  • Lead and mentor a team of data engineers, integration specialists, and analysts
  • Manage tasking, priorities, and workload distribution

Required Qualifications:
  • Active Top Secret/SCI clearance (CI Polygraph eligible)
  • Minimum 8+ years of experience in data integration, systems engineering, data engineering, or intelligence data environments
  • Minimum 4 years of demonstrated experience leading teams and managing work tasks of personnel conducting: Intelligence planning, Collection, Processing, Analysis & Dissemination
  • Demonstrated ability to deliver professional briefings and presentations to diverse audiences (technical and non-technical)
  • Demonstrated ability to draft and maintain documentation, including:
    • Standard Operating Procedures (SOPs)
    • Technical documentation
    • Reports incorporating text and graphics to convey complex concepts
  • Strong expertise in:
    • Data integration architectures (ETL/ELT, streaming, batch processing)
    • Messaging systems and data exchange frameworks
    • API development and system interoperability
  • Experience with cloud environments (AWS, Azure, or GovCloud platforms)
  • Strong understanding of:
    • Data governance and metadata standards
    • Cybersecurity and RMF requirements
    • Multi-domain and cross-domain data environments
  • Education: Bachelors Degree in a related field from a college or university accredited by an agency recognized by the U.S. Department of Education.
  • Current DoDD 8140.01 (formerly DoDD 8570.01-M) certification - IAT Level II (or higher). Examples Include: CompTIA Security+ CE, CompTIA CySA+, CompTIA Cloud+, GIAC Security Essentials Certification (GSEC), GIAC Certified Incident Handler (GCIH), Cisco Certified Network Associate (CCNA), Certified Ethical Hacker (CEH).

Preferred Qualifications
  • Experience supporting INSCOM, Army G-2, or enterprise intelligence platforms (e.g., AIDP, NGC2)
  • Familiarity with AI/ML data pipelines and analytics platforms
  • Experience with tools such as:
    • Apache Kafka, NiFi, or similar data streaming platforms
    • Elasticsearch, Hadoop, or big data ecosystems
  • Relevant certifications (e.g., AWS Certified Solutions Architect, Certified Data Engineer)
  • Experience working in Agile or DevSecOps environments
