Job Description
Allied Universal® is hiring a Compliance Manager. The Compliance Manager is responsible for ensuring personnel compliance at the contract level across assigned federal contracts. This role oversees the completeness, accuracy, and ongoing maintenance of personnel compliance records to ensure all employees meet contractual, federal, and agency-specific requirements prior to and throughout performance. The Compliance Manager plays a critical role in safeguarding Allied Universal's compliance posture by validating new hire and incumbent personnel documentation, administering compliance systems, and providing oversight of suitability, clearance, medical, and drug testing requirements in coordination with internal teams and client agencies.
RESPONSIBILITIES:
Operational Efficiency
  • Develop and maintain system to ensure clearances, suitabilities, and other federal agency background investigations are processed timely and remain in full compliance for the federal contract portfolio
  • Organize and maintain employee information related to processing suitabilities and clearances referencing thorough knowledge of Personnel Security Processing Program, using JPAS and e-QIP
  • Oversee all security questionnaires and nomination packages, review and ensure accuracy prior to submission.
  • Work with, develop and post paperwork that will meet and exceed all state, federal and company guidelines as needed to include assure registration and maintenance of SAM; draft and maintain JV and management agreements; maintain past performance
  • Troubleshoot issues and resolve any questions or concerns from federal investigators or government agencies
  • Ensure all new processes can be effectively operationalized and are implemented with efficiency and effectiveness
  • Handle multiple demands as assigned of critical issues quickly and accurately; research, investigate, and compile information; motivate individuals and groups to submit needed back-up; design and implement action plans

Personnel Compliance Review and Validation
  • Review and validate all new hire personnel compliance packages for completeness and adherence to contractual, regulatory, and agency-specific requirements prior to authorization for duty
  • Ensure incumbent personnel files remain compliant through ongoing monitoring of certifications, suitability, clearance, medical, and drug testing requirements
  • Identify deficiencies, omissions, or discrepancies in personnel records and coordinate corrective action with recruiting, training, contract management, and other stakeholders

System Administration and Data Management
  • Administer and maintain personnel compliance records in applicable systems for assigned federal contracts, including TAMS and WinTeam
  • Ensure personnel records, certifications, and compliance data are accurate, current, and audit-ready
  • Manage and maintain master compliance and certification trackers (e.g., Smartsheet) to provide real-time visibility for leadership
  • Create, organize, and maintain compliance documentation within the Government Services SharePoint repository

Clearance, Suitability, Medical and Drug Testing Oversight
  • Oversee compliance with suitability and security clearance requirements for assigned personnel, including tracking renewals and submissions
  • Coordinate the initiation and tracking of medical and drug testing requirements in accordance with contract and regulatory standards
  • Ensure timely and complete documentation for suitability, clearance, medical, and drug testing actions in coordination with client agencies and internal teams

Note: This position does not directly assist officers in completing suitability or onboarding steps; those functions are managed through New Employee Orientation programs, training platforms, and contract management teams.
Reporting and Compliance Assurance
  • Develop, maintain, and analyze compliance reporting using tools such as Smartsheet and Domo business intelligence
  • Monitor compliance trends, identify systemic risks, and escalate issues requiring leadership intervention.
  • Provide leadership with clear visibility into personnel readiness, compliance status, and emerging risks across assigned contracts

Cross-Functional and Contract Support
  • Partner with Contract Managers, Recruiting, Training, Operations, and Compliance teams to ensure aligned and consistent compliance execution
  • Support standardized compliance processes across contracts while accounting for agency- or contract-specific requirements
  • Assist with broader contract compliance support, including spot checks, reviews, and verification of compliance with personnel-related contract terms and conditions, as assigned

Key Deliverables
  • Verified and compliant personnel packages for all new hires prior to authorization for duty
  • Accurate and complete personnel compliance records for incumbents
  • Up-to-date compliance trackers and dashboards reflecting real-time personnel status
  • Organized, audit-ready compliance documentation repositories
  • Regular compliance status reporting and issue escalation to leadership

QUALIFICATIONS (MUST HAVE):
  • Must possess one or more of the following:
    • Associate's degree in Business Administration, Criminal Justice, or related field
    • High School diploma with a minimum of four (4) years of government contracting compliance experience
  • Minimum of two (2) years of personnel and program management experience
  • Minimum of two (2) years of government contracting experience - including, but not limited to: response to solicitations, federal procurement processes, contract compliance, auditing, and service delivery
  • Experience reading, understanding, and implementing contracts and contract provisions
  • Demonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines

  • Highly proficient and fully functional in all Microsoft Office applications and able to effectively utilize all available office management technology
  • Professional, articulate, and able to use good independent judgment and discretion
  • Outstanding oral and written communication skills
  • Proficient in, or capable of quickly learning, systems and tools used to support personnel compliance, including but not limited to:
    • Training Academy Management System (TAMS)
    • WinTeam
    • Smartsheet
    • Domo
    • Microsoft Office Suite
    • Other Government or client-specific personnel compliance portals

PREFERRED QUALIFICATIONS (NICE TO HAVE):
  • Bachelor's Degree in Business Administration, Criminal Justice, or related field
