Job description

SUMMARY:

The Project Restore Case Manager & Data Specialist provides services and supports in all areas of Goodwill of Southern Arizonaโ€™s (Goodwillโ€™s) Project Restore Program Young Adult Reentry Program. The Case Manager implements and delivers services for all program components; under the direction of the Project Restore Supervisor and based on our Project Restore sub-grant/sub-award contract from Goodwill Industries International (GII) and their federal intermediary Opportunity Growth 4 grant. This includes but is not limited to providing, supporting, and managing all aspects of program required activities including community outreach, recidivism rate reduction services, intake and enrollment, support and stabilization services, education and training services, employment placement services, employment advancement and follow-up services, program sustainability planning, and grant closeout.


This is a position made possible by a grant to Goodwill from the U.S. Department of Labor. The positionโ€™s continuance may be dependent upon on-going grant funding.


DUTIES AND RESPONSIBILITIES

  1. *Demonstrate GISAโ€™S Values at all times.
  2. * Stay informed of policy and regulation changes that affect the program and ensure that the Project Restore practices comply with all federal/state requirements and policies/procedures/expenditures allowable by Goodwill, GII, the U.S. Department of Labor, and the technical-proposal/contract awarded to Goodwill by GII through their federal intermediary Growth Opportunities 4 grant.
  3. *Manage all expenditures and the payment of all work-experience wages, stipend payments, needs-related assistance payments, and achievement related stipend payments in accordance to the Project Restore budget, federal grant requirements, GII policies, and Goodwillโ€™s WFD Policies and Procedures.
  4. *Collaborate with Goodwill employee support and services (ESS) personnel to ensure all hiring practices and wage/timesheet procedures for participants are in compliance with approved ESS expected protocols.
  5. *Read and Understand Project Restore service delivery contract with GII.
  6. Assist Program Supervisor in the management of data across GPMS, Apricot and Case Management systems.
  7. *Ensure your interactions with Project Restore participants, apprenticeship and industry-recognized training programs, community employers, and other stakeholders are appropriate, effective, and in compliance with all applicable policies, procedures, and legal requirements.
  8. *Develop performance management and coaching practices that lead to successful performance improvement for all Young Adult Reentry participants.
  9. *Based on our participant eligibility screening form (eligibility screening checklist) and formal procedures, ensure all participants meet strict grant eligibility requirements.
  10. *Work collaboratively with the Project Restore Supervisor to ensure the enrollment of eligible participants.
  11. *Develop and implement Individual Career and Financial Plan (ICFP) with each program participant.
  12. *Responsible for developing and providing training for job readiness, soft skills, basic computer skills, and other education and training activities before placement.
  13. *Serve as the representative of Goodwillโ€™s Project Restore program in the community and act as liaison to Tucson City Courts/Domestic Violence Court.
  14. *Serve as liaison to Emerge Center Against Domestic Abuse and ensure participants are provided pathways to Goodwill programs
  15. *Work collaboratively with area employers and training programs-especially apprenticeship and pre-apprenticeship training programs to establish Goodwillโ€™s Project Restore program as a valuable source for well-qualified employees.
  16. * Effectively manage a case load up to 30 program participants to improve participant outcomes.
  17. *Provide the support and stabilizations services, as needed-based on the needs of the individual participant.
  18. *Conduct VI-SPDAT assessments / coordinate and implement supportive services such as housing, behavioral health services, wellness services and other basic needs throughout youth programs*Responsible for ensuring all program participants are provided with education, training and job services based on their ICFP.
  19. *Manage follow-up services for participants and employers.
  20. *Assist Project Restore Supervisor to develop and implement a plan to add services inside facilities to prepare adults for release and employment. Work to ensure that upon release, participants enter program services as quickly as possible.
  21. *Provide professional services when representing Goodwill and/or Goodwillโ€™s Project Restore/ Adult Reentry Program in the community and engage in community outreach, resource development, and networking activities to effectively implement the program.
  22. * Address problems and concerns, as they arise, with Project Restore Supervisor, and other staff.
  23. *Work collaboratively with Program Manager to ensure the achievement of program goals/measurables and timely reporting; both of which impact Goodwillโ€™s ability to obtain futures funding.
  24. *Immediately inform the Project Restore Supervisor of unusual and/or crisis situations as they arise. Keep the Project Restore Supervisor informed of on-going and regular program operations.
  25. *Demonstrate good work habits for employees and participants, and is a positive role model for individuals receiving services.
  26. *Ensure all safety rules are adhered to and the general upkeep of your area meets the standards of Goodwill Industries of Southern Arizona, Inc. Reports accidents or injuries immediately.
  27. *Maintain a high level of confidentiality regarding Goodwill and persons receiving services.
  28. Other duties as assigned.


MINIMUM QUALIFICATIONS

  • Bachelorโ€™s degree required; Bachelorโ€™s degree in Social Work, or related field preferred.
  • Minimum of 5 yearsโ€™ experience serving reentry and ex-offender adults.
  • Excellent oral and written communication skills.
  • Computer skills to include Microsoft Word, Excel, and Internet Research.
  • Must be able to travel throughout the Tucson area-must possess a valid AZ driverโ€™s license and meet Goodwillโ€™s insurance requirements.
  • Must possess or be able to obtain: Level 1 Fingerprint clearance card within first 90 days
  • Ability to work with a minimum of supervision.
  • Ability to develop and maintain effective working relationships with all individuals


Working Conditions/Hazards:

The work will be performed primarily in an office, and in the community. Some travel.

High adaptability required: Work environment usually hectic (fast paced) with frequent short deadlines and regular instances of critical or unusual situations.
