ABOUT THE JOB OPEN UNTIL FILLED Led by a Board of Directors made up of elected officials from each of the 24 cities and towns and the five county supervisorial districts, San Bernardino County Transportation Authority (SBCTA) staff is focused primarily on freeway, interchange, and transit enhancements to the region that first and foremost benefit the taxpayer of San Bernardino County. Coupling that effort with various non-transportation related objectives from the Council of Governments role of the agency brings the mission of providing quality of life improvements to the residents, business operators, and commuters of our region to the forefront. For more than four decades, SBCTA (previously known as SANBAG) has taken pride in delivering on its commitment to the voters through the implementation of Measure I.
This half-cent sales tax that generates transportation dollars that are from the region and for the region is a critical element in the agency's goal to keep people and goods moving effectively. SBCTA calls the historic San Bernardino Santa Fe Depot home. Our headquarters not only positions the agency in the heart of the county, but is symbolic of our longstanding commitment to transportation.
Under general direction, provides strategic leadership and oversight for SBCTA's enterprise data and analytics systems, enterprise GIS systems and infrastructure, including ArcGIS Enterprise, ArcGIS Online platforms, and software licensing administration, transportation analytics, modeling support, performance monitoring, and public-facing data platforms; directs, supervises, and evaluates Data Management Office staff; collaborates with other SBCTA departments, member agencies, intergovernmental and regulatory bodies, and various public and private stakeholders; represents SBCTA on regional and statewide data, GIS, analytics, and technology initiatives; and performs related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Chief of Planning and Regional Programs. Exercises direct supervision over professional, technical, and administrative support staff.
Class Characteristics This classification is responsible for overseeing enterprise GIS, data management, analytics, and organizational data initiatives that support SBCTA's transportation priorities. The incumbent manages programs that ensure data integrity, transparency, and accessibility. Responsibilities include administering budgets, overseeing enterprise GIS platforms and licensing, and coordinating with other departments, consultants, and outside agencies.
Successful performance requires applying advanced management principles and technical expertise in GIS, transportation analytics, traffic analysis, project management, and mapping practices, along with strong skills in coordinating and collaborating on complex functions and projects. EXAMPLES OF TYPICAL JOB FUNCTIONS Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodation so that qualified employees can perform the essential functions of the job. Directs the operation, maintenance, and advancement of SBCTA's Geographic Information System (GIS) program, including enterprise databases, servers, licenses, and applications.
Oversees the San Bernardino Transportation Analysis Model (SBTAM), traffic analytics systems, and Congestion Management Plan to ensure robust technical support for planning, forecasting, and policy analysis. Leads the design and deployment of SBCTA's Comprehensive Project Hub, a high-visibility digital platform showcasing taxpayer-funded projects and strengthening public trust in advance of Measure I renewal. Develops and maintains enterprise-level data systems to support multimodal planning, project prioritization, equity analysis, and performance monitoring.
Provides technical expertise and interpretation of modeling and analytic results; ensures accuracy, clarity, and policy relevance. Oversees preparation of high-quality maps, dashboards, reports, and presentations for internal use, public transparency, and Board decision-making. Develops demographic forecasts at various geographic levels and presents this to local and regional agencies.
Manages the organization and maintenance of accurate and detailed databases, spreadsheets, files, and records; verifies accuracy of information and ensures compliance with established records retention policies, procedures, and schedules. Monitors and analyzes emerging trends in data science and transportation analytics, and integrates innovations into SBCTA programs. Supports regional planning and technical studies through data analysis and GIS expertise.
Develops data-driven recommendations and alternatives to support transportation planning, policy and program decision-making. Coordinates and collaborates with local jurisdictions, regional partners, and state/federal agencies. Represents SBCTA at intergovernmental, community, and technical meetings; prepares and presents agenda items for SBCTA Board and committees.
Develops and monitors the Data Management Office budget. Receives, investigates, and responds to requests for information and/or questions in a professional manner; refers matters requiring policy interpretation to supervisor for resolution. QUALIFICATIONS Principles and practices of Geographic Information Systems (GIS), including data compilation, spatial analysis, database management, graphics applications, and relational database design and maintenance.
Esri programs including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise, as well as scripting languages such as Python or JavaScript, and related application development tools. Microsoft SQL Server administration, quality assurance standards for database systems, and Windows server environments. Administrative and management principles, including goal setting, program development, policy and procedure development, performance evaluation, quality control, and work standards.
Principles and practices of employee supervision, leadership, and team development. Budget preparation and administration. Organization and record-keeping practices, methods of program evaluation, and techniques for maintaining accuracy and accountability.
Modern office and communication tools, including Microsoft Office (with proficiency in Excel) and other business applications relevant to data, planning, and project management. Applicable federal, state, and local laws, codes, and regulations, as well as industry standards and best practices relevant to assigned functions. Techniques for providing a high level of customer service and fostering effective working relationships with the public, vendors, contractors, SBCTA staff, member jurisdictions, and intergovernmental partners.
English usage, spelling, vocabulary, grammar, punctuation, and professional report writing. Ability to: Use ESRI software and related programming languages to develop, manipulate, and analyze GIS information in a variety of formats, including web-based applications. Analyze, identify, and implement solutions to technical and organizational problems; understand and integrate data from multiple organizations.
Compile, interpret, and present technical information clearly and effectively in reports, correspondence, presentations, and inter-agency meetings. Provide administrative, management, and professional leadership for enterprise GIS, data analytics, and organizational data systems functions. Plan, organize, supervise, and evaluate the work of assigned staff; provide training and professional development opportunities; and ensure work is performed effectively and in alignment with agency standards.
Develop and implement agency-wide GIS-data goals, objectives, practices, policies, and procedures; evaluate and improve program implementation methods and service delivery. Monitor and analyze emerging trends in data science and transportation analytics and integrate innovations into SBCTA programs. Understand, interpret, apply, and explain applicable federal, state, and local laws, regulations, and policies relevant to assigned programs.
Organize work, set priorities, manage multiple projects and deadlines, and follow through on assignments independently. Use computer systems, office equipment, and modern business software, including Microsoft Office and other applications relevant to work performed. Communicate clearly and concisely, both orally and in writing, using proper English grammar and syntax.
Use tact, initiative, discretion, and independent judgment within general policy and procedural guidelines. Foster innovation and collaboration among professional staff and partner agencies. Establish, maintain, and foster positive and effective working relationships with staff, management, partner agencies, and the public.
Education and/or Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in GIS, computer science, urban planning, earth sciences or a closely related field and eight (8) years of increasingly responsible professional experience in GIS, transportation planning, analytics, enterprise data management, or related technical programs including three (3) years in a supervisory or management capacity. Licenses and Certifications: Possession of, or ability to obtain, a valid California Driver's License and proof of automobile liability insurance by time of appointment.
SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is a sedentary office classification although standing in and walking between work areas may be required as well as attending meetings and events offsite. In addition, the Data Analytics Program Manager may be required to lift equipment in setup and maintenance of computer systems.
Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 75 pounds.
Environmental Elements This is primarily a sedentary classification, and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining SBCTA policies and requesting and providing information.
