POSITION RESPONSIBILITIES

Under the direction of the Assistant Director, the Chief Data Officer (CDO) leads the Department's enterprise data and performance division, overseeing data governance, analytics, performance reporting, and organizational improvement efforts.

This role is responsible for building a modern data environment that supports transparent, datadriven decision making across the agency.  CDO directs the development of data standards, system architecture coordination, and agencywide data quality practices, while also leading Performance to drive measurable outcomes and continuous improvement.

The position serves as the agency's strategic authority on data interoperability, emerging analytics capabilities, and digital transformation initiatives.  

Leads the Performance Shop, including oversight of project managers to establish agency wide performance improvement cycles, including goal setting, KPIs, and quarterly results reviews. Directs enterprise performance dashboards and standardized reporting to ensure consistent visibility into program outcomes.

Establishes a department wide culture of data stewardship, including best practices for data quality, privacy, security, and transparency.  Other duties as assigned. 

Minimum Qualifications

Education &/or experience in data management field or other relevant experience as determined by the appointing authority. 

Preferred Qualifications

         Bachelor's Degree required in a relevant field (e.g. Computer science, Data analytics) ; Masters preferred.

         Two or more years' experience in performance management. PMP certification preferred.

         Two or more years' experience in a direct supervisory/leadership role.

         Experience in relevant areas such as Data Management, Continuous Improvement, Strategic Planning.

         Travel up to 25% of the time between facilities.
