Summary
Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in
finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

  • Duties will be developmental in nature when the position is filled below the full performance level.
  • Performs analysis of financial management and various operational data for Indianapolis Operations that results in business insights gained, increased data efficiency, or improved use of data.
  • Develops dashboards and workflows using Power Platform applications and other Data Analytics tools to support mission areas, improve processes, and provide tailored solutions and actionable insights that influence agency business decisions.
  • Communicates data analysis and findings in a clear, concise, and actionable manner through presentations and reports. Identifies opportunities for data analysis and automation based on organizational or mission area needs.
  • Strengthens mission areas' internal controls by addressing audit findings and deficiencies through data-driven solutions.
  • Documents project deliverables, lessons learned, and success metrics, ensuring sustainability and smooth handover to mission areas for ongoing updates.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required (GS-07 if applying for the GS-09; GS-09 if applying for the GS-11; GS-11 if applying for the GS-12).
GS-09: Specialized experience is defined as: applying analytical and evaluative concepts, methods and techniques to conduct narrowly scoped reviews of financial management areas with management oversight and provides reports from various financial systems to management.
GS-11: Specialized experience is defined as: Performs independent financial analysis and assessments using various methodologies to review financial operations, identify improvement opportunities, and deliver data-driven insights and reports to diverse stakeholders.
GS-12: Specialized experience is defined as: Examine data collections and financial system reports to validate information integrity and support strategic initiatives and develop recommendations for optimizing analytical frameworks and data infrastructure to advance business objectives.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
GS 12 and above: Education is not substitutable for specialized experience at this grade level.

Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
