Job Description:

The Bureau of Vital Statistics (BVS) is housed within the Center for Population Health Data Science. BVS registers, amends, processes, and analyzes all vital events in New York City while also issuing certified copies of certificates to the public. Vital events include births, deaths, and spontaneous and induced terminations of pregnancy. The position of Data Analyst reports to the Director of the Statistical Analysis & Reporting Unit within the Office of Vital Statistics.

The Data Analyst will analyze these types of data for the purpose of publishing the Annual Summary of Vital Statistics on a timely basis, as well as producing data tables for the Provisional Birth & Death Data page. Work related to the Annual Summary will include creating data tables, data visualizations, and updating text summary statements; the analyst will also perform data checks and may help with copy-editing of the Annual Summary. On an as-needed basis, the Data Analyst will help fulfill internal and external data requests; learn how to match vital event data with other datasets; coordinate projects (e.g., a variable standardization project); contribute to or lead research projects that are disseminated via internal presentations, local or national conferences, or peer-reviewed publications; respond to public health emergencies that require an agency-level response.

The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will be supervised by DOHMH.

Duties:

  • Conduct statistical analyses of birth, death, other vital event data, and other registry or survey data, applying standard analytical tools to address the research questions posed, including data matching.
  • Prioritize and complete internal and external vital statistics data requests as assigned.
  • Produce Annual Summary of Vital Statistics data tables and figures.
  • Produce routine quarterly, monthly, weekly reports.
  • Support internal and external colleagues on data provision and analysis.
  • Provide consultation or guidance to internal and external data requesters on statistical methods and data interpretations.
  • Work independently or collaborate with other internal or external researchers on analyses, reports, and peer-review papers, to share these data with wider audience.
  • Coordinate larger projects, organizing tasks and roles, as assigned.
  • Run automated mortality surveillance system reports, as needed.
  • Collaborate with other staff on projects using machine learning & AI approaches.
  • Respond to data requesters, verify proper data governance procedures, and track progress of data requests, as needed.
  • Other tasks, as assigned.

Qualifications:

  • A master's degree or doctorate from an accredited college or university with a specialization in an appropriate field of public health, epidemiology, statistics, health economics, or data science.
  • Strong written and verbal communication skills are required.
  • Extensive experience using SAS or R and experience using Microsoft Office, Excel, Access, and PowerPoint are required. Being familiar with computer languages, such as SQL or Python will be a plus.
  • The candidate should be a self-starter with strong initiative and sound judgment, who is able to work both independently and in a team, to analyze data and provide written interpretations of both statistical analyses results and methods.
  • The preferable candidate will have experience presenting results to expert audiences, such as at national public health conferences and in peer-reviewed manuscripts.
  • The preferable candidate will also have knowledge and experience with the electronic death and birth registration systems, the cause of death coding system within the International Classifications of Diseases (ICD) framework, and experience with large administrative datasets.
