Job description

Position Description Department of Economic Equity and Opportunity Mission: To connect, value, and empower people, businesses, and communities. The Department of Economic Equity & Opportunity (DEEO) seeks an Assistant Director of Strategic Data Analysis and Program Effectiveness to optimize organizational efficiency by leading data-driven initiatives that improve program performance and reporting processes.

The individual in this position will be responsible for overseeing the development and implementation of reporting frameworks, data analysis strategies, and operational improvements to ensure departmental goals are met. The Assistant Director of Strategic Data Analysis and Program Effectiveness must possess a combination of strategic thinking, strong analytical skills, and the ability to lead cross-functional teams in identifying opportunities for efficiency and innovation. Duties and Responsibilities: Data Analysis: Lead data collection, analysis, and interpretation efforts to assess program effectiveness and inform decision-making.

Collaborate with program teams to gather, analyze, and synthesize key performance metrics, applying statistical methods and data modeling techniques to generate insights that enhance program outcomes and support organizational strategic planning and goal setting. Data Reporting: Develop, manage, and improve reporting systems to ensure accurate and timely program performance and outcome reporting. Design standardized reporting templates and dashboards for internal and external stakeholders, including reporting across all divisions.

Data Management: Develop department-wide data frameworks and reporting dashboards to improve accountability and operational visibility. This includes, but is not limited to, the creation of annual small business reporting, department reimbursement tracking, data reported to Commissioners Court, and other departmental data needs. Compliance: Ensure all program reporting, data collection, and operational practices comply with regulatory and County standards.

KPIs: Track and report on the progress of strategic initiatives, ensuring alignment with key performance indicators (KPIs). Process Improvement: Identify inefficiencies in operational processes and recommend solutions to improve productivity. Lead initiatives to implement process automation and optimization tools, ensuring alignment with the organization's strategic objectives.

Evaluate and implement new technologies that improve data collection, reporting, and operational workflows. In addition, create resources and materials to promote data literacy and continuous improvement throughout the organization. Stakeholder Engagement: Serve as a liaison between internal departments and external stakeholders, including donors, regulatory bodies, and clients, to ensure effective communication of program performance and data insights by providing timely and accurate reports.

Training: Ensure staff across departments are trained on data analysis, reporting tools, and operational best practices. Requirements Education: Bachelor's degree in Business Administration, Data Science, Information Systems, or a related field. Experience: Six (6) years of experience in program reporting, data analysis, or operational management.

Licensure: Valid Texas Driver's License required upon hire. Knowledge, Skills, and Abilities: Advanced understanding of data governance, privacy regulations, and compliance standards. Proficiency in data visualization tools (e.g., Tableau, Power BI) and statistical software (e.g., R, Python, or similar)

Strong leadership, communication, and presentation skills, with the ability to translate complex data into actionable insights. Strong analytical and problem-solving skills. Excellent interpersonal skills and the ability to work collaboratively with diverse teams.

Detail-oriented, with the ability to manage multiple projects and deadlines simultaneously. Ability to lead initiatives and manage projects from concept to completion. Ability to utilize data to improve organizational outcomes and program effectiveness.

Experience with project management and process improvement methodologies (e.g., Lean, Six Sigma). Demonstrated experience leading cross-functional teams and driving organizational change. NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application

Experience working within a government, public sector, or nonprofit environment preferred. General Information Position Type and Typical Hours of Work: This is a full-time position with typical work hours from Monday through Friday, from 8:00 AM to 5:00 PM.

Occasional weekends, holidays, and overtime may be required based on the operational needs and demands of the department. Work Environment and Physical Demands: This position is based in an office environment, where the routine use of standard office equipment such as computers, phones, scanners, and filing cabinets is required. The physical demands associated with this position are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.

The role is predominantly sedentary, involving primarily sitting with occasional standing and walking. Reporting Relationships: Reports To Position: Chief of Staff Supervises Positions: Data Management & Analytics Senior Program Manager, Data Analyst Employment may be contingent on passing a drug screen and meeting other standards.
