Job description

Duties & Responsibilities
SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:
Laboratory Operation Manager
• Functions as technical and administrative person related to clinical laboratory. Oversees and monitors all testing performed in the Core Laboratory. Supervises and inspects all mandated records related to regulatory agencies. Oversees all quality assurance activities related to both clinical and anatomic laboratories.
• Advises Chief and Lab Administrator of any major changes related to clinical systems and procedures. Can function as the Laboratory Administrator in his/her absence.
• Oversees each procedure performed in the Laboratory for compliance with clinical laboratory standards and inform /assist the Chief of Pathology/Laboratory Administrator regarding the state of laboratory testing.
• Assurance of daily performance of QC and preventive maintenance of clinical instruments in the laboratory prior to running and releasing of patient testing.
• Procure/Order/maintain sufficient quality control materials and QC/QA and other records pertinent for regulatory inspections
• Responsible for SOP preparation/writing/reviews/revision and submit same to Chief of Pathology for final reviews and approval.
• Receives/records/evaluates and ascertains proficiency testing surveys/review results and dispatch proficiency results/exception reports to regulatory agencies.
• Initiates all studies that affect laboratory testing and coordinate staff in-service education and training in anatomic and clinical pathology.
• Responsible for monitoring the departmental monthly staff scheduling. Daily maintenance of sufficient staffing level to ascertain adequate staffing in the laboratories.
• Responsible for staff annual evaluations.
• Participate in the annual budgeting for the laboratories.
• Compliance with patient confidentiality/safety/privacy, HIPAA and PHI rules and regulations. Maintains standards of care, work on laboratory goals to prioritize patient safety/care, respond to inquiries courteously/accurately and timely and provide only necessary information admissible under the rules to providers and or others. Promote safe, cooperative and professional health care environment for patient/public health safety, optimal patient care, best laboratory practices, rules/regulations and demonstrates reliable/professional conduct/standards of performance and behaviors.
• Agree to comply with the terms of the Health Commerce Security and use policies as required, conducts staff meetings and ensure effective communication between the staff, supervisors and from shift to shift to ensure all the activities are properly executed in a timely fashion.
Minimum Qualifications
For Appointment to Level II
1. Valid license as a clinical laboratory technologist, cytotechnologist, or histotechnologist issued by the NYSED.
For Appointment to Level VI (Acute Care Only)
1. In addition to meeting the qualification requirement of Assignment Level II candidates must also meet one of the qualification requirements of a laboratory supervisor, as outlined in Title 10, Section 58-1.4 of the New York Public Health Law; and
2. Two (2) years of experience overseeing laboratory or blood bank operations, creating and establishing laboratory or blood bank programs and reviewing and interpreting safety data, in a hospital or health care setting; and
3. Successful completion of NYC Health + Hospitals' Supervisor Development Program within three (3) months of appointment or promotion.
Special Notes:
Qualifying experience is not limited to New York State.
Candidates that are solely licensed or issued permits to practice as cytotechnologists or histotechnologists may only be assigned work, including supervising personnel performing laboratory work, in a laboratory discipline/specialty appropriate to their license or permit. Candidates that are licensed or hold permits to practice as clinical laboratory technologists may be assigned work, including supervising personnel performing laboratory work, in all laboratory disciplines/specialties.
