Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.


This position is being posted for a potential government contract opportunity.


Job Overview:

The Project Manager (PM) is responsible for the overall management, administration, execution, and quality assurance of the DLA DSCC Building Control Systems/Utility Control Systems Operations and Maintenance contract. The PM serves as the primary interface with the Contracting Officer (KO), Contracting Officer Representative (COR), and Government stakeholders to ensure all contractual requirements are performed in accordance with the PWS, applicable UFC/NFPA/OSHA standards, cybersecurity requirements, and Government regulations.


Support Hours: Applicant shall be available during core work hours as established the Government customer.


Essential Duties & Responsibilities:

  • Direct and manage all contract operations, personnel, subcontractors, schedules, and deliverables.
  • Ensure compliance with all PWS requirements, including HVAC, BAS, plumbing, electrical, kitchen equipment, cybersecurity, and preventive maintenance services.
  • Oversee development and execution of the Project Management Plan (PMP), Quality Control Plan (QCP), Safety Plan, Environmental Protection Plan (EPP), and Staffing Plan.
  • Serve as the primary contractor representative to the Government.
  • Manage contract staffing, labor utilization, budgeting, scheduling, and resource allocation.
  • Ensure all PMOs, DMOs, and PWOs are executed within required timelines.
  • Ensure accurate use and reporting within Enterprise Business System (EBS).
  • Lead monthly status meetings and prepare Monthly Status Reports (MSRs).
  • Oversee quality assurance, corrective actions, warranty management, and subcontractor performance.
  • Ensure contractor compliance with cybersecurity and DoDM 8140.03 requirements.
  • Ensure safety compliance with OSHA, EM 385-1-1, NFPA, and local regulations.
  • Maintain 24/7 emergency response capability.
  • Coordinate outages, emergency repairs, contingency operations, and continuity planning.
  • Support Government inspections, audits, exercises, and readiness events.

Requirements:

Minimum Requirements/Education:

  • Bachelor’s degree in Engineering, Business Management, Facilities Management, or related field.
  • Minimum five (5) years of experience managing facilities maintenance contracts.
  • Shall possess a knowledge of codes and standards applicable to maintenance services associated with the contract.
  • Strong knowledge of facilities maintenance and building systems operations.
  • Knowledge of Federal contracting and performance-based service contracts.
  • Strong understanding of OSHA, UFC, NFPA, and DLA standards.
  • Ability to obtain and maintain a Common Access Card (CAC).

Preferred Skills:

  • PMP Certification.
  • Experience with EBS/CMMS systems.
  • Experience with HVAC, BAS, and industrial facilities systems.
  • OSHA 30 Certification.


Security Requirement:

  • Must be able to obtain and maintain appropriate installation access and applicable IT/security credentials.
