The Senior Value Management Specialist is accountable for enabling Lean Portfolio Management (LPM) best practices and supporting portfoliolevel value optimization initiatives. This detailed-oriented and analytical role leads and evaluates enterprise intake, documentation, and coordination of talent allocation, resource management, and operational requests while analyzing and promoting valuedriven decisionmaking across multiple projects and programs to ensure alignment with organizational goals.
Role is onsite, based in Washington DC, Wilmington, DE, Philadelphia, PA, or Chicago, IL
- Lead intake and coordination of onboarding requests and day to day operational needs.
- Coordinate procurement, vendor support, talent projections, budgeting inputs, and office/space resource data
- Track and maintain accurate portfolio-level talent allocation records, including role definitions, capacity, and utilization across initiatives.
- Support development and maintenance of a skill gap inventory, identifying current capabilities, gaps, and future needs across portfolios and value streams.
- Continuously improve onboarding materials, playbooks and processes
- Accountable for day-to-day adherence to PLM standards, terms, and conditions, while moving towards andidentifying ways to shape a leaner governance approach.
- Conduct financial, operational, and risk analyses to assess value across projects and programs.
- Collaborate with project teams and stakeholders to identify opportunities for value enhancement.
- Track and report on key performance indicators related to portfolio value realization.
- Prepare analyses, dashboards, and reports to communicate portfolio value insights to leadership.
- Contribute to the continuous improvement of value management processes and practices.
- Stay informed on best practices and industry trends in value management and portfolio optimization.
- C3/N8 - Bachelor's Degree or equivalent combination of education, training and/or relevant experience. Plus 3 years of relevant work experience.
- 3-6 years' experience implementing lean practices/Lean Portfolio Management
- Strong analytical skills with proficiency in Excel, data visualization, and reporting tools.
- Excellent communication skills for stakeholder engagement and report writing.
- Ability to analyze complex data and provide actionable insights.
- Self-motivated with keen attention to detail and organizational skills.
- Experience with Microsoft Office Tools
- Experience with Atlassian tools
- Knowledge of end to end onboarding process
- Familiarity with industry-specific frameworks or methodologies.
- Strong analytical skills with proficiency in Excel, data visualization, and reporting tools.

- Stay informed on best practices and industry trends in value management and portfolio optimization.
The salary/hourly range is $86,500.00 - $111,996.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
