Job description

MTSI is seeking a highly skilled Senior Technical Program Manager (TPM) with an active TS/SCI clearance to support a Government Program Management Office (PMO) and Program Manager (PM). This role involves providing project management, acquisition support, and technical oversight for customer development efforts at either Wright-Patterson AFB in Dayton, OH, or Joint Base Anacostia-Bolling AFB, Washington, DC.
The Senior TPM will assist the PMO in creating and coordinating cost, scheduling, and contracting documentation, as well as play a crucial role in the planning and execution of multiple technology development efforts. The ideal candidate will interpret and adapt directives and regulations to ensure that high-quality, supportable, and effective products are developed and sustained across their lifecycle.
In addition, this individual will provide technical and programmatic support for enterprise IT systems, command and control systems, and computer-related technologies. Occasional travel, up to 25%, may be required based on Government needs.
Responsibilities
  • Providing project management, acquisition support, and technical oversight for customer development efforts.
  • Collaborating with program managers, lead project engineers, contracts, finance, and program teams to execute efforts efficiently.
  • Maintaining awareness of project challenges, planning for significant events, and assisting with the preparation and release of BAAs, RFPs, and associated contract documents.
  • Assisting the Government in awarding and managing contracts, including pre-award documentation, source selection activities, and post-award support.
  • Conducting reviews of contract deliverables, technical reports, schedules, and cost performance reports to provide assessments to the PMO.
  • Monitoring performance of prime and subcontractors, reporting progress, and advising Government leadership on recommendations.
  • Supporting the development and approval of acquisition strategies, capability development planning, and program transitions to designated Program Executive Officers.
  • Creating and communicating roadmaps for associated technologies and product lines.
  • Managing integration plans and resources to facilitate program transitions.
  • Supporting milestone planning, scheduling, briefing preparation, and decision documentation.
  • Providing technical support to the project team, including compliance with tasks related to JCIDS, CONOPS, architectural views, security certifications, and acquisition reports.
  • Identifying and mitigating risks in technology development projects.
  • Coordinating DD Form 254 requirements with program staff and industry.
  • Participating in collaboration initiatives, working groups, and team planning offsites.
  • Building trusted and influential relationships with customers, suppliers, and stakeholders.
  • Functioning independently while also working collaboratively with engineering, program management, and security teams.

Required Experience
  • 20+ years of acquisition experience, with a focus on:
  • DoD acquisition projects and contracting strategies.
  • Development of acquisition documentation such as J&A documents, Acquisition Strategy Plans, Statements of Objectives (SOO), and Statements of Work (SOW) for R&D efforts.
  • Experience working on classified and/or special access programs (SAP).
  • Knowledge of military platforms, systems, operations, networking, communications, and datalinks.
  • Demonstrated ability to work in a dynamic, fast-paced environment and independently handle complex tasks
  • Proficiency with collaboration tools, including Confluence and/or Jira.
  • Extensive experience in acquisition and contract management, program execution, and Federal Acquisition Regulations compliance.
  • Strong interpersonal and communication skills, with the ability to develop concise, effective briefings/reports for senior leaders and stakeholders.
  • Skilled at problem definition, coordination with high-level personnel, and collaboration in a team-based environment.
  • Experience monitoring complex program integrations and execution across multiple systems.

Required Education
  • Bachelor's degree in Engineering or a related technical discipline.

Desired Education
  • An advanced degree (MS/PhD) in Engineering or a related technical field.
  • Active Certifications: Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) certification (Level II/III).

Desired Experience
  • Knowledge of Air Force Life Cycle Management Center (AFLCMC) frameworks, directives, and policies.
  • Experience providing technical support and delivering solutions for DoD technology development efforts.
  • Proficiency with Microsoft Excel and Microsoft Project for conducting financial and scheduling analyses.

Required Clearance
  • Active Top Secret (TS) clearance with SCI and SAP eligibility.
  • SAP Experience: At least 12 months of experience within Special Access Programs in the last three years.
  • U.S. Citizenship is required due to contract requirements.

The pay range for this position in is $150,000/year to $270,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
