Fabr Global is partnering with a highly respected heavy civil and highway infrastructure contractor that has been shaping the southeastern transportation landscape for nearly 30 years. With over $100 million in annual revenue and a dedicated self-perform workforce of more than 300 professionals, this organization is recognized for delivering complex, high-profile infrastructure programs on time and on budget.


Operating with a collaborative, people-first culture, the company integrates large-scale roadway construction with specialized internal divisions focused on structural concrete (bridges, retaining walls, culverts) and advanced intelligent transportation systems (ITS/electrical/signal networks). Due to sustained growth and a robust pipeline of multi-lane interstate and state highway programs, they are seeking a strategic Program Manager to lead regional program delivery, governance, and multi-project integration.


Position Overview

The Program Manager will provide strategic oversight, portfolio governance, and executive program leadership across a concurrent matrix of complex heavy highway, roadway expansion, and civil infrastructure projects. This role serves as the central bridge between executive leadership, project managers, owner agencies, and external stakeholders, driving standardized delivery frameworks, cross-project resource optimization, risk management, and overall program performance to ensure all capital initiatives align with corporate objectives.


Key Responsibilities

  • Establish and oversee the overarching program delivery framework, standardizing project management protocols, KPIs, and reporting structures across all concurrent civil initiatives.
  • Accountable for multi-project budget performance, cash flow forecasting, capital allocation, and continuous financial analysis across the entire regional program portfolio.
  • Optimize cross-program resource allocation—balancing manpower, specialized subcontractors, and major equipment across multiple concurrent job sites to maximize operational efficiency.
  • Serve as the primary executive liaison to state Departments of Transportation (DOTs), regional transportation authorities, municipal entities, and engineering partners, managing high-level contractual relationships and alignment.
  • Systematically identify, assess, and mitigate systemic risks, scope changes, and complex claims across the program life cycle to protect schedule baselines and profitability.
  • Direct and mentor Senior Project Managers and Project Managers, driving a unified culture of accountability, safety, quality, and continuous improvement across all program teams.


Qualifications & Experience

  • Minimum of 10–15 years of progressive leadership in heavy civil, highway, and bridge construction, with at least 5+ years dedicated to managing multi-project programs or a complex portfolio of civil infrastructure assets.
  • Proven track record in managing concurrent, multi-phase DOT roadway, major interchange, structural concrete, and ITS relocation projects from initiation through closure.
  • In-depth mastery of program management methodologies, project management software, master scheduling, unit-price contract structures, and comprehensive portfolio accounting.
  • PMP (Project Management Professional) or PgMP (Program Management Professional) certification is highly desirable, but not required.
  • Exceptional strategic thinking and negotiation skills, with a demonstrated ability to align diverse project teams, public stakeholders, and corporate leadership toward shared outcomes.
  • Bachelor’s degree in Civil Engineering, Construction Management, Project Management, or a related field, but not essential.
