THE POSITION Cultural Affairs Analyst *This vacancy is in the Office of Economic and Cultural Development (Cultural Affairs) The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.
Thoroughly analyzes program and operational issues. Collects data sufficient to support conclusions and recommendations. Complete the analysis consistent with established deadlines.
Writes reports which support ideas logically. Writes clearly and convincingly employing a style and structure content to suit the audience. Makes effective verbal presentations.
Develops and presents ideas and issues in a convincing verbal manner. Keeps supervisor informed of problems and issues of which the supervisor may not be aware. Maintains effective and continuing rapport with other governmental units.
Effectively represents the City on issues of importance to the City. Establishes rapport with City staff of all levels. Is effective in obtaining and providing information and resolving issues in question.
Understands and is able to adapt to the management style of immediate supervisor. Maintains a current and thorough working knowledge of City programs and their requirements. Keeps abreast of current developments and trends in the field of public administration.
Assists in budget preparation and review. Gathers and analyzes data on existing programs, conducts surveys, and prepares proposals for the budget including financing, staffing, and organizational levels. Management Analyst - Office of Economic and Cultural Development (Cultural Affairs) Certain duties of the position will be adjusted to align with the incumbent's education and experience which are anticipated to be more focused toward either the visual or the performing arts.
Duties of the position include or may include: Overseeing and implementing all aspects of documentation and preservation of a collection of permanent art installations of various media commissioned in conjunction with the Culver City Art in Public Places Program (APPP). This includes managing and updating a collections management database, issuing RFPs for maintenance/conservation, contract development/oversight, and ensuring adherence to AIC standards and best practices. Implementing an annual Performing Arts Grant Program from RFP through contract phase, serving as subject matter expert on existing and new performance venues and facilitating/coordinating the matching of performers with appropriate venues, and serving as liaison to resident theatre companies.
Implementing all aspects of the Artist Laureate Program from RFP through contract phase. Assisting the Cultural Affairs Manager with commission of new permanent and temporary artworks either in fulfillment of the APPP requirement for private development or City commissions partially or fully paid for out of the Cultural Trust Fund. Creating and updating website, walking tours and other publicity and outreach materials for cultural programs.
This includes Art in Public Places, Performing Arts Grant and Artist Laureate Programs. Serving as Secretary to the Cultural Affairs Commission and preparing meeting agendas, coordinating and running of meetings, and posting of public notices, minutes, and videos. Processing commissioner stipends and working with City Clerk's Office on other requirements for Commission members.
Assisting Cultural Affairs Manager with meeting preparation for other Brown Act subcommittees of the Commission. Working closely with Cultural Affairs Manager and Department Head on preparation of annual division budget and work plan. Working on various advance planning projects such General Plan Update, Community Cultural Plan, Public Art Master Plan, etc.
Serving as division liaison to arts organizations, community stakeholders and members of the public. Minimum Requirements: Training and Experience: Any combination equivalent to training and experience that could likely provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: a Bachelor's Degree from an accredited college or university in public or business administration and two (2) years professional administrative work in a local government.
License and Certificates: Possession of a valid California Class C driver's license may be required if assigned to drive. Schedule: This position may be required to work evenings, weekends, or holidays to support programs, events, and departmental activities. EXAMINATION PROCEDURES Only the most qualified candidates will be invited to advance to the next stage in the recruitment process, which will consist of a qualifying supplemental questionnaire and an oral appraisal interview.
