Responsibilities This position will function as the Advisory and Assistance Services (A&AS) Monitoring and Metrics Specialist for the Cooperative Threat Reduction (CTR) program within the Global Threat Reduction Directorate (GT) at the Defense Threat Reduction Agency (DTRA). CTR strengthens the capabilities of partner nations and the international community to prevent, detect, interdict, and deter weapons of mass destruction proliferation and use. CTR A&AS contractors support the program management functions and acquisition strategies to carry out international threat reduction activities. The Monitoring and Evaluation Specialist provides interdisciplinary technical expertise and coordination to support the data collection, evaluation, and outputs relevant to measuring progress in the capacity building efforts across three geographic Departments within the GT Directorate. The M&E Specialist coordinates with CTR Project Teams to ensure data and process rigor in evaluation of project implementation, development of capabilities, and sustainment risk in partner nations in accordance with defined target end states. The Monitoring and Metrics Specialist is under the leadership of the Mission Support (MS) Department within GT and supports all efforts to execute and utilize metrics and assessments in order to plan, monitor, and evaluate CTR activities within the GT Directorate. Specifically, this position will help implement a new metrics framework over the coming year as well as coordinate and conduct annual Metrics Validation Meetings, manage and evaluate data, prepare high-quality assessments, and support related projects as needed. The Monitoring and Metrics Specialist works with CTR stakeholders to promote awareness, develop training materials, support metrics implementation, and support collation of metrics scores, with an emphasis on leveraging them to inform future project planning and high-level messaging of CTR's impact. The Monitoring and Metrics Specialist serves as A&AS support to the Mission Support Department and is directly responsible for coordinating and facilitating metrics trainings, briefings to senior government clients, and producing associated deliverables for various clients and stakeholders. DUTIES * Supports implementation of a new metrics framework across three geographic Departments that encompass biological, chemical, and nuclear threat reduction and WMD interdiction activities. * Interfaces with the Knowledge Management Team to develop and improve the data entry application (Metrics App) and data visualization tool (Metrics Dashboard). * Supports routine metrics analyses and processes. * Strategizes and/or develops frameworks and procedures to augment CTR's monitoring and evaluation processes. * Serves as a primary knowledge source for metrics best practices and processes. * Prepares analyses and summaries independently, on schedule, and with exemplary quality. * Identifies and applies best practices, innovation, and process improvement. * Provides technical expertise on metrics as they apply to new country assessments, gap analyses, program planning, implementation oversight, and sustainability. * Provides high-quality technical products to inform decision making and administer CTR's metrics efforts (e.g., papers, action memos, talking points, briefings, metrics summaries, PowerPoint briefings, standard operating procedures etc.). * Reviews technical deliverables and coordinates with project teamsto provide comments that inform project execution. * Performs other duties, as assigned. Required Qualifications * Bachelor's Degree in a scientific or technical field, including statistics and applied mathematics * 3+ years of relevant experience in public health, social science, biology, international development, public administration or other related field * Combination of education and/or experience in the area of monitoring and evaluation * Active Secret level clearance (minimum). Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package. Posted Salary Range USD $78,900.00 - USD $123,300.00 /Yr.
