Job description

Summary Description: Set the strategy, direction and focus of an agile technology organization through effective management of information technology and network systems; policies and programs; short- and long-term planning and direction of the evolution of software services; and ensuring the effective, efficient and secure operation of all information technology systems.

Academic and Trade Qualifications: Bachelor’s degree required, concentration in computer science, information and technology, software engineering or related field preferred. Certificate in Supervisory Management from an accredited school – Preferred.

Work Experience: A minimum of ten (10) years’ experience in information and communication (or network) technology with a career path that demonstrates increasing scope of responsibility required. A minimum of five (5) years of experience in an executive level information technology leadership position required. Experience with electric cooperative operations preferred.

Responsibilities
  • Develop and execute strategic plans to meet the information technology and communication (network) systems needs of the company and ensure that BITS is responsive to the needs of the corporate goals and objectives.
  • Drive adoption of artificial intelligence and the use of analytics across the NCEC organizations
  • Embrace Cloud computing to ensure that the technology stack remains robust and scalable to meet organizational needs
  • Advises senior management on strategic technology communication investments and project prioritization to support the corporate goals and objectives.
  • Ensures the integration of Cyber Security through all technology related systems, business tools, networks and the organizational culture.
  • Assess new information technologies to be integrated and introduced within the company.
  • Ensures the highest overall availability, performance and security standards are maintained in support of all NCEC and Member technology and communication infrastructure.
  • Responsible for the development, review, and certification of all business continuity/disaster recovery procedures and plans.
  • Oversee the development, design, and implementation of new business system applications and changes to existing applications and software packages.
  • Implements and assure adherence to company and industry cyber security policies and best practices.
  • Protects confidential information, including unauthorized use, dissemination or publication of confidential information.
  • Oversee the establishment and implementation of reports, policies and operating procedures for BITS.
  • Ensures work is in compliance with NCEC and BITS standards, policies and practices. Work must follow:
  • NERC CIP Standards
  • PCI Compliance Standards
  • Other Standards and Policies
  • Adherence to the company’s safety policies, procedures and practices.
  • Serves as liaison to member cooperatives’ IT organizations and works to provide support services to meet their technological needs.
  • Manages external vendor relationships, reviews and approves contracts for major purchases and external services.
  • Oversee the development of the BITS departmental budget.
  • Performs other duties as assigned or requested.

  • Extensive knowledge of applications, networking and datacenter operations
  • Sound knowledge of documentation processes, operational procedures, project planning/management, QA techniques
  • Knowledge of contracting, negotiating, and vendor management
  • Knowledge of electric cooperative accounting system, project management, budgeting, transmission, and generation operations

  • Ability to create a compelling vision of future technology for the BITS employee to deliver and execute as a team
  • Ability to motivate teams to produce quality work on time while simultaneously managing several projects
  • Experience in strategic planning and execution
  • Demonstrated effective oral and written communication, presentation, and communications skills
  • Demonstrated ability to establish and maintain effective customer, vendor, partner and colleague relationships

Working Conditions

This position operates in a hybrid work environment, with responsibilities performed both remotely and in a professional office setting, with onsite work at 80% and expected travel up to 50%. This position may occasionally require work outside of normal business hours to support organizational objectives, projects, emergencies, or special events. Employees must live within a 60-mile radius of Statewide office in Raleigh NC.
