We are seeking a Program Manager to join our team and support our client. The ideal candidate is a strategic and highly accountable leader with a strong background in federal IT operations, enterprise service delivery, and program management. This individual brings the ability to guide cross-functional teams, improve service performance, manage risk, and build trusted relationships with stakeholders while driving efficient, high-quality execution across the contract.

Essential Duties and Responsibilities:

  • Provide overall technical and administrative leadership for contract performance across all task areas.
  • Manage cost, schedule, and performance in a manner that improves service delivery and drives operational efficiency.
  • Oversee program management processes, reporting, staffing alignment, and execution of work assignments issued under the contract.
  • Ensure compliance with applicable Federal regulations, contractual requirements, and organizational standards.
  • Promote continuous improvement, operational effectiveness, and flexibility in support of changing mission needs.
  • Lead the development and maintenance of program management plans, quality documentation, communications, and performance reporting.
  • Coordinate with Government leadership, the COR, and internal teams to address priorities, risks, issues, and performance expectations.
  • Support the creation and maintenance of SLA dashboards, remediation plans, and management reporting artifacts.

Work Experience and Job Skills:

  • Proven experience leading enterprise IT service delivery, operational support, and cross-functional teams in a fast-paced environment.
  • Strong knowledge of program management disciplines, service delivery oversight, risk management, and performance reporting.
  • Demonstrated ability to improve productivity, reduce operational inefficiencies, and support evolving business and mission requirements.
  • Experience managing stakeholder communications, quality expectations, resource planning, and contract performance.
  • Ability to lead high-performing teams and drive accountability, responsiveness, and continuous improvement.

Education:

  • Bachelor's Degree is required. Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management, or related field of study.
  • MBA/Master's Degree in a relevant field of study preferred.

Certificates, Licenses and Registrations:

  • Desired certifications may include advanced project or service management credentials relevant to federal IT operations.
  • Current active PMP certification, or equivalent demonstrated experience managing complex programs or significant technical teams is desired.

Communication Skills:

  • Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization.
  • Ability to write clear and concise creative content in a highly confidential manner.
  • Ability to translate technical, operational, and compliance-related information into clear messaging for executive, technical, and non-technical audiences.

Clearance Requirements:

  • Ability to obtain and maintain a Public Trust clearance.

Travel:

  • Local travel within a 50-mile radius of NIH Bethesda, Maryland is not reimbursable.
  • On occasion, travel may be required of Contractor personnel and, if approved in advance by the Contracting Officer, may be reimbursed in accordance with Federal Travel Regulations.
  • Work may be performed at Government facilities, remote locations, or approved employee work locations in support of Government operations.

Environmental Requirements:

  • Mainly a routine office environment.
  • May be required to lift up to ten (10) pounds
  • Flexible in working extended hours
