Position Overview

The Program Manager will serve as the contractor lead for task order execution, providing overall direction and management of contractor activities supporting OBIM's Data Access and Security Control (DASC) initiative. The PM will ensure successful delivery within established performance, cost, schedule, and technical requirements while coordinating technical and non-technical stakeholders.

 

Key Responsibilities

ยท        Lead overall task order execution and manage contractor activities, deliverables, schedules, and resources.

ยท        Ensure project execution remains within defined scope, cost, schedule, and performance parameters.

ยท        Apply the DHS Systems Engineering Life Cycle (SELC) or an equivalent systems lifecycle methodology.

ยท        Coordinate requirements, architecture, development, testing, deployment, training, and operational activities.

ยท        Communicate complex biometric matching technologies, subsystems, and components to technical and non-technical stakeholders.

ยท        Synthesize information from diverse technical and business sources to support program decisions.

ยท        Manage task order operational and administrative activities.

ยท        Coordinate with DHS/OBIM stakeholders, COR, Government representatives, and contractor technical teams.

ยท        Monitor project risks, issues, dependencies, milestones, and deliverables.

ยท        Support successful implementation, operationalization, maintenance, and transition activities.

 

Required Qualifications

ยท        10+ years of specialized IT experience.

ยท        5+ years of leadership/management experience.

ยท        Strong experience managing large-scale IT programs and technology initiatives.

ยท        Experience with DHS SELC or an equivalent systems engineering lifecycle.

ยท        Experience with large-scale IT, biometric matching, and/or database systems strongly preferred.

ยท        Ability to communicate complex technical concepts to non-technical audiences.

ยท        Strong program management, stakeholder management, analytical, and communication skills.
