Job Description:

Provides administrative, operational, and customer service support to the Human Resources department. Serves as the primary point of contact for visitors, applicants, and employees while supporting a variety of Human Resources functions including recruitment, onboarding, employee records management, compliance, HR systems administration, workplace safety, reporting, and employee communications. Maintains confidential information, ensures the accuracy and integrity of employee data and records, and contributes to the efficient delivery of Human Resources programs and services in accordance with organizational policies and regulatory requirements.


Pay: $23.80/hr. 


About CPCD: 

CPCD is committed to the comprehensive early childhood development model, which is at the basis of its successful Head Start and Early Head Start programs. CPCD serves just under 1,200 prenatal through five-year-old at-risk, low-income and special needs children and their families. We operate classrooms in six school districts all throughout El Paso County. 


Additional Benefits for Eligible Employees (25+ hours per week): 


CPCD offers paid vacation time, paid sick time, and paid holidays/Breaks. 

Paid Holidays include Memorial Day, Independence Day, Juneteenth, Presidents Day, Martin Luther King Jr. Day

Paid Breaks include 1-week for Spring Break (March), 1-week for Fall Break (November), and 2- weeks for Winter Break (end of December/beginning of January).

Requirements

Required:

  • Bachelors Degree in Human Resources or related; may accept 4 years of relevant experience with SHRM-CP certification.
  • At least one year clerical experience 
  • Strong computer skills in Microsoft Office Word and Excel 
  • Ability and willingness to learn quickly
  • Must be reliable, detail orientated, able to work under pressure with frequent interruptions, and maintain accurate records
  • Knowledge, skill, and ability to operate general office equipment, telephone, audio/visual equipment, computer, printer/scanner, etc.
  • Successful completion of a pre-employment physical examination, TB test, drug test (including marijuana), and background check in accordance with the Office of Head Start Performance Standards and Childcare Licensing. (Physical examination and TB test thereafter as required).
  • Must have access to reliable transportation and if using a personal vehicle must maintain minimum liability insurance as determined by the State of Colorado.

Preferred:

  • Experience working in a Human Resources Department
  • Familiarly with HRIS systems  


ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES


1. Welcomes on-site visitors, determines the nature of their business, and directs them to the appropriate personnel. Monitors visitor access, issues visitor passes when required, and alerts management of unauthorized visitors or suspicious activity.

2. Provides administrative support to the Human Resources department including producing employee identification badges, ordering office supplies, maintaining organizational charts, tracking turnover data, and completing data entry, archiving, photocopying, and document preparation.

3. Maintains organized and confidential Human Resources records, ensuring personnel files are complete, accurate, and maintained. Conducts periodic file audits and collect any missing items from employees.

4. Ensures all ongoing required background checks are completed and that new hire documentation is received and processed within required timelines.

5. Supports the HR SharePoint site by updating HR resources, updating staff information, maintaining internal HR information, and posting required employment law notices and organizational updates.

6. Ensures employee information is accurately entered and maintained across organizational systems. 

7. Tracks and monitors employee credentials and required trainings in accordance with Head Start Performance Standards, Childcare Licensing requirements, and other regulatory agencies. Sends reminders to staff regarding upcoming training or certification expiration dates such as First Aid, CPR, and Standard Precautions.

8. Assists with job application materials, interview scheduling, and preparation of employment interviews or selection materials as needed.

9. Records and tracks staff training activities and maintains documentation of required trainings and certifications.

10. Completes and submits unemployment claims documentation as required.

11. Assists the Chief Human Resources Officer with employee relations investigations and may serve as a secondary interviewer when appropriate.

12. Assists with preparation of documents, presentations, and logistics for Human Resources events including General Staff Meetings, wellness activities, and HR trainings.

13. Compiles compliance reports related to performance appraisal deadlines, staff qualifications, and other required HR reporting, and communicates with staff regarding upcoming deadlines.

14. Assists with recruitment activities including scheduling interviews and coordinating interview logistics through the organization's scheduling or booking system.

15. Assists with workplace accident investigations related to workers' compensation claims by gathering documentation, coordinating information, and maintaining required records.

16. Assists Employee Relations Specialist with Monthly Wellness Newsletter, may assist other staff members with compiling information for distribution. 

17. Provides administrative support to the agency's Safety Committee, including coordinating meeting logistics, preparing materials, maintaining records, and assisting with tracking safety initiatives.


OTHER DUTIES

1. Responsible for maintaining the appearance of the HR common areas.

2. Serves as backup for HRIS/Talent Operations Specialist

3. Participates in various licensing reviews/audits performed by the Office of Head Start, Childcare Licensing, Department of Human Services, etc. providing required documents to reviewers relating to personnel qualifications, certifications, degrees etc. 

4. Other duties as assigned by the Chief Human Resources Officer.
