Job description

Employment in this role is conditional upon successful execution of the contract by the client.

The Work

The OCO Cyber Instructor Developer plays a vital role the client with the technical skills necessary to conduct Offensive Cyber Operations (OCO). The instructor developer leverages operational expertise and advanced instructional design methodologies to develop and deliver engaging, high-impact training programs that simulate real-world attack scenarios, techniques, and adversarial tactics to prepare trainees for operational challenges in cyberspace.

Key Responsibilities

  • Deliver instructor-led training and/or develop instructional content in support of Offensive Cyber Operations (OCO) per approved curriculum and standards.
  • Develop, update, and maintain lesson plans, courseware, training materials, and hands-on lab content aligned to the Cyber Instructor/Developer labor category.
  • Facilitate hands-on labs, exercises, or scenarios that reinforce learning objectives.
  • Assess student performance and provide feedback consistent with course standards.
  • Apply cyber-related knowledge areas outlined in the labor category (e.g., command line interfaces across operating systems; host/network analysis; forensic analysis; scripting languages; terrain mapping; network fundamentals).
  • Support training content and delivery consistent with familiarity of cyberspace defense actions and missions supporting USCYBERCOM (as applicable to the course/missions supported).
  • Support expeditionary/tactical communications topics and practical application consistent with the labor category experience requirements (as applicable).
  • Maintain required instructor podium hours and required certifications associated with the labor category level (Journeyman/Senior/SME).
  • Augment and support the client in course planning and development, including, but not limited to, all formal training courses, lessons, and related courseware material, developing curriculum IAW applicable Master Training Task List (MTTL) and Training Task List (TTL) requirements as well as auditing and editing all developed courseware for accuracy, completeness, flow, balance, and clarity of understanding, IAW 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Provide associated documentation for design, development, revision, and administration of FTU training.
  • Utilize the ISD ADDIE Model, along with Bloom's taxonomy level of learning and/or the Substitution, Augmentation, Modification, Redefinition (SAMR) Model for all course development.
  • Assist in the development of Training Systems Requirements Analysis to include Mission/Task Analysis (MTA), Training Requirements Analysis (TRA), Objective Media Analysis (OMA), and Training Systems Basis Analysis (TSBA).
  • Provide instructional strategies, methods, media analysis, objective analysis media and a syllabus/course map.
  • Assist in the analysis of all tasks performed in the operation and maintenance of course materials; and assist in producing a MTTL for each mission area.
  • Analyze Task Analysis Worksheets to ensure training requirements are derived by identifying TTL and knowledge, Qualifications, and abilities (KSA) needed to perform each task and comparing the entry level of learning to the required Bloom's taxonomy level of learning.
  • Work with colleges/universities, institutions, industry, or other agencies to identify and implement new information applicable to specific courses (or lessons).
  • Review all guidance, technical documents, and manuals to ensure they effectively enable  personnel to utilize training systems in instruction.
  • Assess and analyze training needs through surveys, interviews with staff members, student feedback, training needs analysis, customer site visits, and training planning team direction, and recommend changes to improve existing curriculum.
  • Work with internal and external SMEs to incorporate new material developed by SMEs into current or new courseware.
  • Utilize ADDIE for development of new training programs and curriculum updates and assist in the Spiral Development Cycle (SDC).
  • Audit feedback from internal and external sources with military and client staff to ensure currency, consistency, and quality of course material.
  • You will review, coordinate, and prepare responses for internal and external directives and documents pertaining to training.
  • Operate an application-based Learning Management System (LMS) Authoring Manager and LMS Perception Manager to build, deploy questions, schedule tests, retrieve, and analyze test and critique metrics, build classes and student rosters and grade student tests.
  • Perform curriculum quality assurance audits on all 39 IOS managed lessons per direction from the COR/Alternate COR.
  • Assist in authoring cognitive and performance objectives and test questions.
  • Review curriculum for grammar, format, and classification IAW established 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Provide courseware documentation support for courseware developers.
  • Update the Master Course File courseware documents, illustrations, and handouts as part of the SDC unique to each course.
  • Provide user/test administration and critique creation and management within the test and critique management software.
  • Provide test proctoring for staff and students and assess, analyze, and report on student academic and performance tests.
  • Assess and update student evaluation performance results IAW 39 IOS SOPs/Instructions/OIs, ACC Instructions, and Joint Directives.
  • Develop/deliver lesson plans of instruction (Part I's), instructor notes and/or aids (Part II's), lesson test and/or evaluation questions (Part III's) and lesson student materials (Part IV's) within specified timeframe as outlined IAW 39 IOS SOPs/Instructions/OIs and established templates in both soft and hard copy.
  • Plan, design, and develop e-learning products, including objectives, storyboards, web-based aids, video instruction or performance support systems for inclusion into a learning management system.
  • Assist in the creation of mission simulator virtual environments for use in training missions, mission scenarios, and mission evaluation tests or demonstrations.
  • You will assist in records management duties and responsibilities.

Qualifications – Here’s What You Need

  • OCO Cyber Instructor/Developer Journeyman:
    • Associate’s degree (STEM field) or approved equivalent experience.
    • Active Top Secret Security Clearance with the ability to obtain SCI is required.
    • IAT/M level II certification is required
    • 3 years’ cyber-related duties / experience / roles. Examples include knowledge in command line interface across various operating systems, host/network analysis, forensic analysis, scripting languages, terrain mapping, network fundamentals, and/or familiarity of cyberspace defense actions and missions supporting USCYBERCOM.
    • 4 – 6 years’ expeditionary/tactical communications or equivalent experience.
  • OCO Cyber Instructor/Developer Senior:
    • Bachelor’s degree (STEM field) or approved equivalent experience.
    • Active Top Secret Security Clearance with the ability to obtain SCI is required.
    • IAT/M level II certification required.
    • 5 years’ cyber-related duties / experience / roles, such as knowledge in command line interface across various operating systems, host/network analysis, forensic analysis, scripting languages, terrain mapping, network fundamentals, and/or familiarity of cyberspace defense actions and missions supporting USCYBERCOM.
    • 5 – 8 years’ expeditionary / tactical communications or equivalent experience.
    • 200+ instructor podium hours or CCAF ISD certification and/or 400+ instructor hours (on podium) OR CCAF ISD certification This skill level typically performs all functional duties independently and may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
  • OCO Cyber Instructor/Developer SME:
    • Master’s degree (STEM field) or approved equivalent experience.
    • Active Top Secret Security Clearance with the ability to obtain SCI is required.
    • IAT/M level II certification required.
    • 7+ years’ cyber-related duties / experience /roles. Examples include knowledge in command line interface across various operating systems, host/network analysis, forensic analysis, scripting languages, terrain mapping, network fundamentals, and/or familiarity of cyberspace defense actions and missions supporting USCYBERCOM. 
    • 8 – 10 years’ expeditionary/tactical communications or equivalent experience, 400+ instructor podium hours.
    • CCAF ISD certification, FORGE Mentor: 
      • Current or former NSA or USCYBERCOM certified ION at the Apprentice Exploiter, Senior Cyber Operator, or higher level.
      •  Approval by a technical review panel chaired by the Operations Officer, Operations Superintendent, or Det 1/CC- appointed civilian Program Director, along with at least one currently certified OCO Mentor (if the Operations Officer, Operations Superintendent, or civilian Program Director is not a current/former OCO Operator).  
      • Ready Review Certified by Program Director AND CCAF ISD Certification.
