Midpoint: $47.18 hourly
Business Analyst II:Salary: $85,623 to $139,896 annually
Midpoint: $112,760 annually
Business Analyst III:Salary: $97,786 to $163,405 annually
Midpoint: $130,596 annually

Position Summary
Grant PUD is seeking to fill one Business Analyst position within Energy Supply & Markets. The position may be filled at the Business Analyst I, II, or III level depending on the selected candidate's qualifications, experience, and demonstrated capabilities.
The Business Analyst provides analytical, reporting, process, project, and contract-administration support for Energy Supply & Markets at Grant PUD. This role supports energy supply planning, contract administration, workflow coordination, budgeting and financial tracking, compliance and regulatory reporting, and documentation management by collecting, validating, organizing, analyzing, and presenting information to support department operations and decision-making.
Business Analysts collaborate with internal stakeholders and, as appropriate, external partners to document processes, support projects and initiatives, track work activities, and prepare routine and ad hoc reports. The scope, complexity, independence, and influence of work increase progressively from Level I through Level III.

Business Analyst I: Performs entry-level to moderately complex analytical and support tasks under general guidance. Work is generally scoped, procedural, and performed using established tools and methodologies. Focuses on data collection, documentation, routine reporting, and project support.

• Collect, compile, validate, and organize data from multiple internal sources to support business analysis, reporting, and planning activities.
• Assist in the development and maintenance of routine reports, dashboards, and performance metrics using established tools and templates.
• Support business analysts, project teams, and managers by preparing background materials, documentation, and summary analyses.
• Perform basic to moderately complex analytical tasks, including trend analysis, variance analysis, and data quality reviews, under guidance.
• Document business processes, requirements, workflows, and procedures to support operational improvements or project initiatives.
• Assist with tracking project activities, milestones, risks, and action items; maintain logs and supporting documentation.
• Support departmental budgeting, financial tracking, and routine reporting activities within Energy Supply & Markets.
• Prepare written summaries, presentations, and ad hoc reports for internal stakeholders.
• Participate in meetings with internal stakeholders to gather information, clarify requirements, and support coordination efforts.
• Identify data inconsistencies or process inefficiencies and escalate observations to senior staff with supporting information.
• Maintain organized records, files, and documentation in accordance with Grant PUD standards and retention requirements. Specific Functions:
• Support administration of energy supply contracts by assisting with document setup, basic tracking, and maintaining organized electronic files
• Assist in routing contracts and tracking approval status using established processes
• Maintain contract and compliance calendars under guidance; track key dates and escalate discrepancies
• Prepare routine reports using predefined templates for internal use
• Perform basic data validation to ensure completeness and accuracy of reporting inputs
• Coordinate with internal teams to gather data and documentation as directed
• Assist with departmental budgeting and routine financial tracking activities

Business Analyst II: Performs moderately complex to complex analytical work with increasing independence. Manages assigned analyses or components of projects, partners with stakeholders to clarify requirements, and identifies data or process improvement opportunities.

• Perform moderately complex business, financial, operational, or data analysis to support departmental objectives, planning activities, and decision-making.
• Independently collect, validate, analyze, and interpret data from multiple sources; identify trends, risks, and opportunities.
• Develop and maintain reports, dashboards, performance metrics, and analytical models using established tools and methodologies.
• Translate business requirements into analytical work products, documentation, and recommendations.
• Support project planning and execution by performing options analysis, impact assessments, and scenario evaluations within defined scope.
• Collaborate with stakeholders across Operations, Engineering, Finance, Asset Management, IT, and other business units to ensure alignment of analysis with business needs.
• Prepare clear, data-driven reports, presentations, and summaries for management and stakeholder review.
• Document and analyze business processes, workflows, and procedures; recommend improvements to enhance efficiency, quality, or compliance.
• Support departmental budgeting, forecasting, and financial tracking activities; analyze variances and explain drivers.
• Monitor progress against plans, schedules, or performance targets; identify issues and recommend corrective actions.
• Participate in meetings with internal stakeholders; facilitate discussions related to requirements gathering, analysis findings, or process improvements as appropriate.
• Provide functional guidance or mentoring to Business Analyst I staff, interns, or temporary resources as assigned.
• Coordinate with vendors, consultants, or contractors on data collection, reporting, or analysis tasks within defined parameters.
• Ensure analytical work aligns with Grant PUD policies, governance standards, regulatory requirements, and industry best practices.
• Identify inefficiencies, risks, or data quality issues and proactively recommend solutions supported by analysis. Specific Functions:
• Administer energy supply contracts with ownership of setup, tracking, documentation, and record maintenance processes
• Coordinate workflows for new and amended agreements, ensuring timely routing, approvals, and completeness of contract files
• Maintain contract and compliance calendars independently; proactively identify risks and escalate issues
• Prepare and distribute internal and external reports related to operational, regulatory, and financial activities
• Validate and reconcile data across multiple sources to ensure accuracy and consistency for reporting and decision-making
• Partner with internal stakeholders and occasionally external parties to support reporting, documentation, and workflow execution
• Support budgeting processes, financial tracking, and variance reporting
• Identify and implement process improvements to enhance efficiency, data quality, and workflow consistency

Business Analyst III: Performs advanced, complex business analysis and leads defined analytical, reporting, or process initiatives. Works independently on high-impact or cross-functional efforts, influences decision-making through insights and recommendations, and provides guidance and mentoring to lower-level analysts.

• Develop, implement, and maintain enterprise-level analytical frameworks, models, and methodologies to support asset management, capital planning, portfolio management, or other complex business functions.
• Lead the development and integration of long-range plans (e.g., Asset Management Plans, capital investment strategies, portfolio roadmaps) that align operational needs, financial constraints, risk tolerance, and strategic objectives.
• Conduct advanced analytical work, including risk assessment, lifecycle cost analysis, scenario modeling, options analysis, and sensitivity analysis, to inform investment and planning decisions.
• Establish and maintain governance, risk management, and quality assurance processes for assigned programs or portfolios.
• Develop, monitor, and refine performance metrics, benchmarks, and dashboards; ensure accurate tracking, analysis, and reporting of results.
• Evaluate portfolio or program performance and recommend adjustments to improve reliability, resilience, compliance, and value delivery.
• Collaborate with Operations and Maintenance, Engineering, Finance, Portfolio Management, Project Management, IT, and other stakeholders to ensure holistic, data-driven decision-making.
• Translate complex technical, operational, and financial information into clear, actionable recommendations for management and stakeholders.
• Prepare and present analytical reports, planning documents, and decision-support materials for senior management and governance bodies.
• Identify inefficiencies, risks, and improvement opportunities within processes, plans, or organizational structures; lead or support the development of data-driven solutions.
• Ensure analytical work products comply with applicable laws, regulations, internal policies, governance standards, and industry best practices.
• Provide functional guidance, technical leadership, and informal mentoring to Business Analyst I and II staff, project teams, or temporary resources as assigned.
• Coordinate analytical inputs and deliverables with consultants, vendors, or contractors within defined scope and authority.
• Represent the organization as a subject-matter expert in internal and external forums related to assigned domain responsibilities. Specific Functions:
