Position Summary

The Contract Facility Manager (CFM) supports GSA Public Buildings Service (PBS) by managing daily operations, inspections, and project activities across federally owned and leased facilities. We're looking for candidates with strong commercial property management experience — ideally in office, retail, or mixed-use portfolios — combined with hands-on knowledge of electrical, mechanical, and HVAC systems. The CFM ensures compliance with GSA property management standards, oversees construction and repair projects, coordinates with tenants and contractors, and serves as an on-site representative for building performance, customer service, and safety. The CFM works under the direction of the COR and provides technical, operational, and administrative support to maintain safe, efficient, and compliant facilities.

Essential Functions

  • Inspect and manage commercial or federally owned/leased facilities to ensure compliance with property management principles, lease terms, SOPs, and operational standards.
  • Conduct maintenance, operational, and construction inspections of building systems — electrical, mechanical, HVAC, fire alarm, and controls — document findings, prepare deficiency notices, and verify corrective actions.
  • Support construction and repair projects by preparing cost estimates, scopes of work, reviewing design documents, monitoring construction progress, and assisting with project closeout.
  • Serve as an on-site representative during construction activities, enforcing safety requirements and coordinating with contractors, tenants, and stakeholders.
  • Prepare inspection reports, draft correspondence, maintain project and facility documentation, and support budgeting and financial tracking.
  • Manage tenant/customer relationships, address concerns, support space modifications, and contribute to tenant satisfaction initiatives.
  • Monitor building operations, operating costs, and asset conditions — including HVAC efficiency, electrical load, and mechanical system performance — to support long-term property preservation.
  • Perform physical inspection duties including accessing roofs, mechanical rooms, electrical rooms, and construction sites, using required PPE.
  • Attend meetings, represent ownership/agency interests, and support issue resolution with contractors, tenants, and stakeholders.

Minimum Requirements

  • 5+ years of commercial property management experience, with direct exposure to building systems maintenance and operations
  • Demonstrated working knowledge of electrical, mechanical, and HVAC systems (architectural, fire alarm, and control systems experience a plus)
  • Bachelor's degree in a related field (engineering, construction management, facilities management) or 10 years of relevant experience
  • Strong organizational, analytical, and problem-solving skills
  • Knowledge of building codes and stakeholder coordination
  • Ability to perform physical inspections and obtain HSPD-12 clearance
  • Proficiency in Google Suite; familiarity with GSA systems preferred
  • Resume must include at least three relevant commercial or federal properties/projects, highlighting scope of building systems involved
