Job description

Position Summary

We are seeking a Project Manager to serve as the designated Key Personnel lead for a USCG HR Staffing Support Services task order. This individual will be the single point of contact for the Contracting Officer (KO) and Contracting Officer's Representative (COR), overseeing technical execution, schedule, and compliance across all task areas.


Key Responsibilities

  • Serve as the Project Manager for the task order, working with company management, the customer's representative, and customer agency representatives; provide operating advice and assistance on administrative and management issues.
  • Manage the task order under the guidance of company management, ensuring technical solutions and schedules are implemented in a timely manner using benchmarking and program metrics.
  • Coordinate task schedules to ensure solutions developed or implemented are consistent with the customer's objectives and the Statement of Work.
  • Ensure compliance with the terms and conditions outlined in the Statement of Work and adhere to financial obligations through financial reporting and analysis.
  • Serve as single point of contact for the KO and COR; be available via telephone between 0800–1630 EST, Monday–Friday, and respond to requests for discussion or resolution of technical problems within 3 hours of notification.
  • Provide a monthly progress report to the COR no later than five (5) business days after the previous month's end, summarizing labor hours, direct costs, technical progress, schedule status, and any concerns or recommendations.
  • Attend a Post-Award Conference with the KO and COR no later than five (5) business days after award.


Required Experience & Qualifications

  • Bachelor's degree and two (2) years of progressive project leadership and management experience; OR
  • Associate's degree and five (5) years of progressive project leadership and management experience.


Additional Requirements

  • Must be able to read, write, speak, and understand English fluently.
  • Must be able to obtain a Common Access Card (CAC) via Mission Partner Identity, Credential and Access Management (MP ICAM) and NBIS.
  • Position is unclassified; no formal security clearance is required.
  • Ability to work onsite/hybrid at USCG Headquarters, Washington, DC, with telework subject to COR approval.
  • Designated as Key Personnel: the Contractor must notify the KO no less than 15 business days in advance of any proposed replacement, with written justification and qualifications of the proposed substitute.
  • Resume required to be submitted with the proposal/quote per RFQ Subfactor A (Key Personnel Resumes).
