Job description

Job Title: Billing and Rate Manager

Department/Location: Business/ Williston, Stanley or New Town

Reports to: CFO

Employment Type: Full Time/Salary/Non-Union

Indirect Supervision: This position may work with all employees at all levels across the organization and will interact with members. Professionalism is required at all times.

Job Summary:

The Billing and Rate Manager is responsible for overseeing the billing department and conducting rate analysis to ensure the financial health of the cooperative.

Essential Duties and Responsibilities:

  • Oversee and manage billing operations, rate administration, and billing systems to ensure accurate billing, operational efficiency, compliance, and effective member account administration and service delivery.
  • Utilize iVue Service to manage member accounts effectively and optimize billing processes.
  • Manage billing systems, processes, and workflows to support effective member account administration and service delivery.
  • Provide leadership, training, and support to billing staff while promoting excellent member service and continuous process improvement.
  • Monitor billing performance, financial reporting, and operational metrics to support organizational goals and strategic decision-making.
  • Conduct utility rate and Cost-of-Service analysis to support financial objectives and rate planning initiatives.
  • Ensure the integrity, accuracy, confidentiality, and security of member and billing data within all applicable systems.
  • Collaborate with leadership and internal departments to support budgeting, financial planning, and operational initiatives.
  • Maintain compliance with applicable organizational policies and industry standards related to utility billing and rate administration.
  • Performs other related duties as assigned.

Required Knowledge/Skills/Abilities:

  • Knowledge:
    • Knowledge of utility billing requirements and industry standards preferred.
    • Knowledge of cooperative management principles, financial analysis practices, and customer service operations.
  • Skills:
    • Strong analytical and problem-solving skills.
    • Excellent communication and interpersonal skills.
    • Strong attention to detail and organizational abilities.
  • Abilities:
    • Proficient with Microsoft Office Suite or related software.

Qualifications:

  • Experience:
    • Experience in Cooperative management, billing, or financial analysis.
    • Proven experience with iVue Services or similar customer information system is preferred.
    • Experience in project management and process improvement initiatives.
  • Education and Certifications:
    • Bachelor’s degree in Business Administration, Finance, or a related field and a minimum of 5 years of relevant experience is required; OR a minimum of 8-10 years of equivalent experience is required. Master’s degree is preferred.
    • Certification in utility management or financial analysis is preferred.
    • Driving is required. Must possess and maintain a valid driver's license that meets the company driving standards and successfully pass a motor vehicle record (MVR) check.

Physical Requirements/Working Conditions:

  • This position is primarily office-based and involves regular use of standard office equipment such as computers, phones, and copiers. Candidates must be able to sit for extended periods of time, use a keyboard, and perform tasks requiring fine motor skills, hearing, and vision. Must be able to lift up to 10 pounds.
  • Normal, non-smoking office environment and is required to travel to all MWEC office locations. Primarily sedentary work performed indoors at a desk, involving prolonged sitting and frequent repetitive hand and finger movements (e.g. typing, dialing). May lift up to 30 pounds (e.g. marketing displays). Requires use of standard office equipment, including computer, copier, and printer. Position involves reading, writing, arithmetic, data analysis, research, and development of plans, procedures, and goals. Must effectively communicate and present information to individuals and groups and work under pressure. This position may be required to work extended hours during peak billing periods
