Your Team:
The Office of Development (OOD) leads the agency's effort to create and preserve housing in collaboration with other HPD offices as well as other city, state and federal agencies.
The Office of Development is composed of eight divisions that administer a range of programs:
- New Construction Finance
- Special Needs Housing
- Building and Land Development Services (BLDS)
- Homeownership Opportunities and Preservation
- Preservation Finance
- Portfolio Management and Conversions
- Housing Incentives
- Compliance and Enforcement
HPD's Division of Portfolio Management & Conversions (PMC) comprises three program areas, including Conversions and Rental Assistance, Requisitions, and Construction Monitoring. PMC is responsible for overseeing a large pipeline of HPD projects financed across the Divisions of New Construction, Special Needs Housing, Homeownership Opportunities and Preservation, and Preservation Finance. The division is responsible for proactively managing projects from closing through construction to permanent loan conversion and transition to other teams within HPD.
Your Impact:
You will help lead the team while working to improve the overall productivity and work quality of a unit that is undergoing a significant increase in work volume while transforming the way it does business. The ability to prioritize, track, shepherd, and trouble-shoot a complex workload and effectively galvanize team members and stakeholders within tight deadlines is critical.
As the Deputy Director for the Division, you will supervise and manage the work of the conversion coordinators who communicate with sponsors regarding HPD requirements and timing, review due diligence documentation, confirm that projects are meeting their regulatory and programmatic obligations including rental income metrics, and facilitate conference calls with partners. This work involves multiple internal and external partners, including developers, tenants, and lenders, and may also involve coordination of rental subsidies, rent increases or resolution of issues related to housing code, legal, underwriting and/or other issues.
Your Role:
The Deputy Director will be responsible for overseeing the management of the conversion coordinators, project managers and violation analysts, assigning projects, leading check-in calls with other divisions, and will be involved in the development of and establishment of new standards and practices for the division with the goal of making the team more proactive and accountable for the success of projects between initial construction loan closing and the conversion to permanent financing. The Deputy Director will also advise and assist the Director of Portfolio Management and Conversions in the effective overall management of the division.
Your Responsibilities:
As Deputy Director, you will perform duties including, but not limited to the following:
- Supervision of the staff responsible for loan conversions, including day-to-day management and administrative tasks.
- Overseeing the rent restructuring process to ensure new rent orders are timely and accurate.
- Producing and managing the conversion project tracking sheets.
- Managing the project intake system, assigning new projects to staff, and coordinating work assignments.
- Leading weekly conversion tracking check-in calls with staff and monthly coordination meetings with production units in Office of Development.
- Anticipating and resolving conversion related problems including project issues with individual staff, and larger operational and policy and coordination issues with other work units.
- Training new and existing staff on policies and practices.
- Creating and implementing new reporting and other management tools.
- Establishing and overseeing quality control measures to ensure processes are followed.
- Standardizing and documenting procedures.
- Identifying opportunities to improve existing materials and processes.
- Leading the division's relationship with the agency's technology team to better utilize resources.
- Working on conversion projects as a conversion project manager, when needed.
In addition to the tasks described above, the individual will be expected to take on additional tasks and assist with team projects, as time allows.
Preferred Skills
- Management and operational experience, including demonstrated success leading teams, implementing change, managing growth and improving productivity and work quality.
- Experience managing affordable housing transactions such as construction loan closings and permanent loan conversions
- Outstanding communication skills.
- Proven interest in community development, urban planning, affordable housing, or real estate finance.
- Knowledge of New York City affordable housing and private lending programs.
- Ability to read and understand loan documents and experience with project scheduling.
- Advanced computer skills including in Microsoft Office suite, and with data analytics.
- Strong interpersonal and communication skills.
- Demonstrated capacity for performing and prioritizing multiple tasks, managing projects to deadlines, and using independent judgment, in a professional and appropriate manner.
- Ability to work well with multiple stakeholders and priorities.
- Real estate development, law, finance, project management or related experience a plus.
Please note, finalists for this position must have filed for the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition, the position is open to applicants who are already permanent in the Associate Housing Development Specialist title, or permanent in another comparable civil service title. ASSOCIATE HOUSING DEVELOPMENT - 22508

Qualifications

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or
3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
