Job description

Understands the strategic direction of the department and the supporting IT systems and architectures. Maintains knowledge of emerging technological trends and utilizes this knowledge to educate both IT and the business of opportunities to build better IT solutions that support and drive business decisions. Assists in the definition of the architecture and technology needs of the organization based on new and emerging technologies, and establishes priorities and strategies consistent with business goals and economic viability. Establishes foundation architecture for organization to standardize on hardware and software usage. Serves as a consultant and advisor to DIT and UIA Management on advanced technologies and evaluates the business impact through cost/benefit analysis. Recommends and incorporates technology with long-term business plans. Transfers knowledge of key learning’s throughout the DIT/UIA, and establishes and communicates strategic and technological plans.
The Technical Consultant is expected to demonstrate the following skills, knowledge and experience:
• 7 to 10 years of IT work experience working with a combination of mainframe and web-based environment
• Documented knowledge of IBM and Oracle databases
• 3 to 5 years experience as an IT systems development Project Manager on large, complex technical projects; preference will be given to candidates who possess a certification in Project Management
• 5 to 7 years experience designing IT solutions (software/hardware) for complex business processes
• Documented experiencing writing large, multi-component Requests for Proposals for systems reengineering projects with a bid value of over $10,000,000
• Documented experience performing cost benefits analysis on large, complex IT projects
• 3-5 years experiencing working in a government (federal/state/local) IT work environment
• 3-5 years experience planning IT solutions for benefit entitlement and/or tax systems
• 3-5 years experiencing planning for large data conversions projects
• 3-5 years experience in logical data modeling
