Objective:
  • The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following full-time staff position: Business Analyst (Advanced).
  • This individual will work with the Office of Agriculture Technology Services (OATS) and other FDACS staff to support the Technology Transformation initiative and be focused on delivering Microsoft Dynamics 365 Case Management solutions using Agile Feature Driven Design and Scrum frameworks.
  • The Business Analyst will elicit and gather requirements from business users, document user stories and acceptance criteria in Azure DevOps, and collaborate with technical teams to ensure successful delivery of solutions.
 
Background:
  • The Department requires business analysis services to support software projects implementing Microsoft Dynamics 365 Case Management solutions.
  • The Business Analyst will play a key role in bridging business stakeholders and technical teams, ensuring requirements are clearly defined and aligned with project objectives.
  • The role involves working within Agile frameworks (Feature Driven Design and Scrum) and leveraging Azure DevOps for tracking user stories and acceptance criteria.
 
The Contractor will provide an experienced Business Analyst to:
  • Elicit, analyze, and document business requirements clearly.
  • Facilitate workshops and meetings with stakeholders to gather requirements and validate solutions.
  • Use of tools like UML, BPMN, and process flow diagrams for modeling.
  • Develop user stories, acceptance criteria, and maintain traceability in Azure DevOps.
  • Support testing activities by creating user acceptance test cases and coordinating UAT.
  • Collaborate with technical teams to translate business needs into actionable solutions and oversee testing and rollout.
  • Work within Agile frameworks (Feature Driven Design and Scrum) to deliver iterative solutions.
  • Provide guidance on best practices for business analysis and process improvement.
  • The Contractor, through its selected candidate, must perform all tasks and complete the deliverables identified in this Statement of Work (SOW).
 
The Business Analyst will be responsible for the following tasks:
  • Conduct thorough analysis of business processes, systems, and requirements to identify areas for improvement.
  • Collaborate with stakeholders to gather, document, and validate business requirements.
  • Develop business cases and feasibility studies to support project proposals and decision-making.
  • Create detailed functional specifications and user stories for development teams.
  • Develop user stories, acceptance criteria, and maintain traceability in Azure DevOps.
  • Facilitate workshops and meetings to drive consensus and clarify requirements.
  • Provide guidance and oversight during the development and testing phases to ensure alignment with business goals.
  • Conduct gap analysis and impact assessment for system changes and enhancements.
  • Support management activities, including training, communication, and user adoption strategies.
  • Develop and maintain comprehensive documentation, including process flows, data models, and business rules.
  • Perform quality assurance and validation to ensure solutions meet business needs and comply with standards.
  • Provide ongoing support and expertise for business users, addressing issues and identifying opportunities for continuous improvement.
  • Coach, mentor, and train OATS team members and other FDACS staff.
  • Create and maintain technical documentation and Standard Operating Procedures (SOPs).
  • Attend and participate in project meetings and provide regular status updates.
  • Submit weekly project reports and time sheets.
 
Qualification requirements for candidate: To accomplish the work outlined above, FDACS requires an experienced Business Analyst with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ.
Minimum Qualifications
  • 5+ years of experience as a Business Analyst on technology modernization projects.
  • Experience analyzing workflows, identify inefficiencies, and recommend improvements to support strategic goals.
  • Experience with Microsoft Dynamics 365 Case Management solutions.
  • Experience as an IT Business Analyst for software development projects.
  • Proficiency in eliciting requirements, documenting user stories, and defining acceptance criteria.
  • Hands-on experience using Azure DevOps or GitHub for backlog management and tracking.
  • Experience developing and executing user acceptance test cases.
  • Strong knowledge of Agile methodologies, including Scrum and Feature Driven Design.
  • Excellent written and verbal communication skills.
  • Experience utilizing BI tools (Power BI, Tableau) to provide insights and support decision-making.
 
Preferred Experience
Preferred experience for a senior business analyst:
  • Extensive experience in business process modeling and improvement.
  • Proven track record of leading cross-functional teams and managing large-scale projects.
  • Deep understanding of data analysis techniques and tools.
  • Strong strategic thinking and problem-solving abilities.
  • High proficiency in stakeholder management and communication.
  • Experience with cloud computing and enterprise architecture.
  • Experience working in a government or public sector environment.
 
Educational qualifications meeting at least one of the following levels:
  • Bachelor’s or master’s degree in computer science, Information Systems, or another related field or equivalent work experience.
  • Certified Scrum Master (CSM), Project Management Professional (PMP), or Business Analysis certifications (CBAP, PMI-PBA).
