Main Purpose of Job
The MDH Healthcare System comprises eleven MDH owned and operated healthcare facilities and 3 closed facilities including adult psychiatric hospitals, regional institutes for children and adolescents (RICAs), facilities for individuals with intellectual and developmental disabilities, and long-term care hospitals. The eleven operating facilities are Spring Grove Hospital Center, Springfield Hospital Center, Clifton T. Perkins Hospital Center, Eastern Shore Hospital Center, Thomas B. Finan Center, John L. Gildner RICA, RICA Baltimore, Potomac Center/SETT, Holly Center, Deer's Head Hospital Center, and Western Maryland Hospital Center. The closed facilities include Crownsville, RICA-Southern Maryland, and Upper Shore Center. The MDH Healthcare System combined budgets approximate $581 million, 4,200 employees and cares for approximately 2,000 patients annually.\r\n\r\n\r\nThis position is specific to the Western Maryland Hospital Center located in Hagerstown, MD. This position is responsible for the complete management, planning, and coordination of all budget, fiscal, timekeeping, purchasing and procurement at the facility. The position serves as the Director of the Finance/Business Office and has responsibilities that include: Budget, Accounting, Storeroom, Purchasing, Payroll, Fixed Assets, Contracts, Billing/Collection for all non-general fund revenues, Timekeeping and inventory.\r\n\r\n\r\nThis position has direct supervisory responsibility for 8 positions. The current budget for Western Maryland Hospital Center is $28,370,390 and includes 211 merit PINs and 4 contractual positions. This position currently manages 20 contracts totaling over $3,500,000. The Western Maryland Hospital Center has a bed capacity of 55.\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in audit\r\nExperience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.\r\nNotes:1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.\r\n2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.\r\n3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidates should possess experience in the following areas:\r\nMulti-Functional Supervision: Direct experience supervising a blended team of Fiscal Accounts Technicians, Payroll/Timekeeper, Fixed Asset/BioMedical Coordinator, and Procurement Staff.\r\nHealthcare & Institutional Budgeting: Experience managing comprehensive annual budgets within a multi-functional healthcare unit, state facility, or hospital setting.\r\nState Financial Systems (FMIS): Direct, hands-on experience with Maryland's Financial Management Information System to navigate hospital cost allocation and state accounting laws.\r\nFinancial Reporting & Projections: Experience with cost and revenue projections, checking inventory metrics, and managing year-end fiscal reporting under state healthcare regulations.\r\n
