Location: This role requires associates to be in-office 3 days per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work-life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. The ideal candidate will reside in Maryland. The Director II Carelon Account Management - CEO for the Maryland Market is responsible for directing account management activities for a complex, high-profile state Behavioral Health Administrative Services Organization (ASO) contract. Owns the plan P&L, serves as the executive relationship leader for the client, and drives the strategic development of contract expansion, renewal, and value-added solutions. Develops a deep understanding of behavioral health market drivers, Medicaid regulatory changes, and client priorities to ensure operational excellence, contract performance, long-term client satisfaction, and achievement of annual retention and revenue goals
How you will make an impact:
  • Provides executive leadership and strategic direction for a complex state Medicaid behavioral health account, ensuring financial performance, operational excellence, contractual compliance, and achievement of profitability standards.
  • Serves as the executive face of the client relationship by partnering with state leadership, clinical stakeholders, and internal matrix partners to deliver on contractual commitments, exceed service level agreements (SLAs), and achieve customer satisfaction goals.
  • Collaborates with matrix leaders across clinical, operations, network, quality, finance, grievances & appeals, marketing, and product teams to drive accountability, execute strategic initiatives, identify contract expansion opportunities, and develop innovative behavioral health solutions that address evolving client and regulatory needs.
  • Leads, hires, trains, coaches, counsels, develops, motivates, and evaluates direct reports while influencing a highly matrixed leadership team to foster a culture of accountability, collaboration, operational excellence, continuous improvement, and successful execution of strategic and client objectives.

Minimum Requirements:
Requires a BA/BS and a minimum of 8 years of professional/leadership experience; or any combination of education and experience which would provide an equivalent background.
Preferred Skills, Capabilities, and Experience:
  • Extensive experience leading complex Medicaid behavioral health programs, Behavioral Health ASO contracts, managed care organizations, or public sector healthcare programs with executive client ownership preferred.
  • Demonstrated success managing executive-level relationships with state Medicaid agencies, behavioral health authorities, public sector clients, or government stakeholders while serving as the primary client executive preferred.
  • Proven experience leading highly matrixed organizations by influencing cross-functional leaders across clinical, operations, network management, quality, finance, and shared services without direct reporting authority preferred.
  • Strong financial acumen with experience owning or influencing P&L performance, forecasting, budget management, contract financial performance, and delivering against operational KPIs, SLAs, and performance guarantees preferred.
  • Demonstrated ability to identify, develop, and successfully execute contract expansion, regulatory-driven solutions, and strategic growth opportunities that increase client value and revenue while maintaining strong customer satisfaction preferred.
  • Exceptional executive presence, communication, organizational, and change leadership skills with the ability to build trusted relationships, lead through ambiguity, drive accountability, and represent the organization with state agencies, provider organizations, and community stakeholders preferred.

For candidates working in person or virtually in the below location(s), the salary* range for this specific position is $165,144 to $247,716.
