Job description

The Contract Manager oversees specific contracts, ensuring the technical solutions outlined within them are implemented according to the defined scope, schedule, and budget. Aligning with the 2025 SiloSmashers Corporate Objectives-Innovation and Advancement, Leadership Empowerment, Operational Maturity, and Revenue Growth-the Contract Manager focuses on three primary areas: Project Management, Contract and Personnel Management, and Strategic Relationship Building. By effectively managing these areas, the Contract Manager contributes to the successful execution of contracts and the organization's overall growth.

Position Responsibilities

Project Management – Primarily driven by the contract Statement of Work/Performance Work Statement

  • Organize, direct, and coordinate the planning and production of all contract support activities
  • Establish and alter (as necessary) organizational structure of contracts to direct practical support activities
  • Lead contract team(s) (internal and external) in using Project Management methodologies and tools to develop the program strategy and project plan and drive the day-to-day management and measurement of those plans
  • Lead and document business requirements gathering efforts
  • Facilitate team meetings and work sessions; track key project milestones and communicate adjustments to key business stakeholders
  • Manage a structured project management process/methodology by developing and implementing documentation for all project phases
  • Oversee performance management processes to ensure employee goals are aligned with project SOW/PWS and objectives

Contract and Personnel Management: Ensures alignment between the contract's Statement of Work/Performance Work Statement and SiloSmashers strategic goals.

Contract Management

  • Accountable for achieving an average of Very Good CPARS ratings.
  • Improve product and service quality; increase product and service delivery time to the client.
  • Accountable for planned contract revenue and gross margin achievement and financial tracking/forecasting
  • Develop & maintain contract documentation, including charters and scoping, measures of success, project plans, weekly/monthly status reports, issue tracking/escalation/resolution, Manage scheduling, cost control, and changes.
  • Lead development of Project Team site, Standard Operating Procedures, and Process maps
  • Improve the effectiveness of the contract and efficiently meet and manage client objectives and expectations.
  • Outline top-down and bottom-up deliverables and acceptance criteria, beginning with the ultimate output of the project and working into the details to see how to produce the most effective result for the client and or organization
  • Develop/facilitate risk mitigation plan; identify and mitigate risk as needed; report to contract stakeholders as specified in the communication plan
  • Provide reporting support for client and organizational leaders
  • Ensure compliance of project delivery with internal ISO or other corporate quality programs, policies, and procedures
  • Provides thorough review, analysis and approval of timesheets, expense reports, and leave requests and approval of invoices within 24 hours
  • Review resume and provide feedback to the recruiter within 24 hours of receipt of interviews and provide availability for interview
  • Monitor and hold employees accountable for individual utilization and be accountable for 100% contract dollar utilization

Personnel Management

  • Ensure the recruitment and development of employees per SiloSmashers core values and performance management competencies, including managing talent and proactively supporting the performance management process
  • Support recruitment activities, working with Competency Leads and SMEs to ensure candidate alignment with client and team culture. Writes final position descriptions in support of contract requirements
  • Work with Competency Leads and team members to understand technical corporate capabilities and keep up with innovations and technologies.
  • After the interview, provide feedback to the recruiter via standard form within 24 hours
  • Implement and oversee performance management processes to ensure employee goals are aligned with SiloSmashers objectives
  • Foster a positive work environment focused on employee welfare, including health and wellness initiatives.
  • Be fully aware and communicate SiloSmashers benefits (Training Budget, Transportation/Parking Reimbursement, Cell Phone Reimbursement, etc.)
  • Promote career growth opportunities, providing training and mentorship programs to support professional development.
  • Execute employee retention strategies to maintain a motivated and satisfied team
  • Facilitate regular feedback, recognize achievements, and address areas for improvement.

Strategic Relationship Building – Primarily driven by SiloSmashers strategic goals.

  • Maintains strong customer relationships and effective communications
  • Participate in corporate-wide proposal writing efforts related to the contract (ex: Past Performance)
  • Support Business Development (BD) capture activities of the company and BD team, assisting with identifying opportunities for internal contract growth and/or expansion into new requirement areas
  • Provide customer insight to Directors to identify and establish strategic partnerships to foster business growth and innovation.
  • Collaborate with Competency Leads and Subject Matter Experts to explore emerging technologies for customer solutions and provide learning opportunities for contract staff. Foster an environment that encourages contract SMEs to share new methods and technologies across the company.
  • Collaborate with cross-functional teams to develop and implement growth strategies that align with corporate objectives.
  • Lead initiatives to enhance customer engagement and satisfaction through targeted relationship-building efforts.
  • Conduct regular meetings with clients to understand their needs and ensure alignment with company offerings.
  • Facilitate joint ventures and alliances to drive non-organic growth and market expansion.
  • Provide strategic insights and recommendations to senior leadership to inform decision-making and drive growth initiatives.
