Torch Technologies has an exciting opportunity for a Test and Evaluation Support Engineer, Senior located Kettering, OH (Dayton/WPAFB area) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate (BES), the Product Lifecycle Management (AF-PLM) program is a Logistics and Engineering Transformation Program and designated Business System Category (BCAT) III acquisition program. AF-PLM enables the Digital Enterprise by linking and synchronizing lifecycles also enabling other external tools and processes requiring this data across the logistics and engineering communities. AF-PLM provides an enterprise capability to integrate core AFLCMC lifecycle management processes through the creation, access, management, and control of product data. It is a key enabler for Weapon System Program Offices, AF Digital Enterprise (SAF/AQR), and Log-IT (AF/A4P). All AF-PLM lifecycle processes encompass at least the following capabilities: (1) Product Data and Document Management, (2) Data Authoring, (3) Requirements Management, (4) Workflow and Process Management, and (5) Structure (Bill of Materials).
As a Test and Evaluation Support Engineer, Senior your duties include, but are not limited to:
  • Provide Test and Evaluation (T&E) support for product lines, capability delivery teams, and development and delivery of BES Test Services accomplished in accordance with DoW, AF, AFMC, AFLCMC, BES, product line, and/or capability delivery team, Acquisition and T&E policy, guidance processes and procedures, and standard tools and services.
  • Prepare, coordinate review and approval, and manage execution oftest strategy, concepts, methodology, plans, processes and procedures;
  • Provide T&E-related expertise in various DoW Adaptive Acquisition Framework (AAF) and System/Software Development Life Cycles (SDLCs); advise, advocate, and/or incorporate; optimal combinations within test strategies, plans, policy & guidance, and/or procedures
  • Apply Scientific Test and Analysis Techniques (STAT) and Design of Experiments (DoE) methods;
  • Provide support to plan, implement, and execute test automation leveraging DevSecOps;
  • Manage and support test execution, data gathering. data reduction and analysis, and reporting;
  • Review, analyze, report, and recommend updates to Key Performance Indicators (KPis), Critical Technical Parameters (CTPs), and/or measures (of effectiveness, suitability, performance, and survivability);
  • Support implementation and management of system/software quality reporting, e.g., cumulative tracking and management of software problem reports and/or defects;
  • Support capability delivery team Integrated Test Team (ITT) formation, organization, and operations;
  • Independently prepare (or advise others in the preparation of) test criteria, computation/analyses, specifications, cost estimates, and technical reports;
  • Select and apply T&E techniques and procedures to analyze and evaluate specific problems, data, or other features of the work which are broad in scope and complexity;
  • Review and evaluate the quantity, quality, and overall adequacy of results and conclusions drawn from accomplishment of T&E tasks;
  • Devise new and innovative approaches to problems encountered, and accomplish assigned tasks with efficiency, timeliness, and thoroughness;
  • Evaluate the configuration, capability, and operational relevance of test environments and ensure they are properly available for the thorough testing of software releases, e.g., fault insertion/fault identification;
  • Prepare T&E segments of Acquisition documentation;
  • Support T&E-related certification test activities, e.g., Joint Interoperability Test Center (JITC);
  • Support T&E-related audit and/or inspection activities;
  • Provide and/or support T&E-related training required to execute test activities;
  • Support planning, execution, and reporting of Cybersecurity Test and Evaluation (CSTE)
  • Support FCAs/PCAs;
  • Support review and recommendations for higher-level DoW, AF, AFMC, AFLCMC, and BES T&E related policy, guidance, processes, and procedures;
  • Participate in DoW and/or AF T&E-related summits, conferences, and/or meetings to deliver or receive presentations on T&E project/program status, accomplishments, challenges encountered and/or lessons learned, support requirements, technical developments, program changes, and the interpretation and advocacy of program and project objectives relative to T&E; and/or,
  • Provide test report support services by way of the documentation of test events and shall conduct technical reviews of engineering documentation (CORL A003) associated with T&E that includes but is not limited to:
    • Engineering drawings
    • Specifications
    • Technical reports
    • Design documentation
    • Diagrams
    • Test reports

Required Qualifications:
  • U.S. Citizenship
  • Advanced Degree (MA/MS) or Doctorate from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 10 years of experience, 5 of which must be in the DoW, or
  • BA/BS Degree from an ABET accredited program in Computer Science, Information Technology or other Engineering Discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or,
  • 15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
  • Must possess and demonstrate the advanced knowledge, experience and recognized ability to be considered an expert in the software test field, possess the ability to perform tasks and oversee the efforts of junior and mid-level personnel within the software test discipline.
  • Must possess a comprehensive understanding and ability to apply associated standards, procedures and practices in the software test field.
  • Extensive knowledge and proficiency with software testing management and best practices
  • Familiarity with AFI 99-103 for Capabilities-Based Test and Evaluation
  • General working knowledge of DoW Acquisition policy, specifically DoWI 5000.75 (knowledge and understanding of DoWI 5000.02 is also applicable)
  • Experience with the implementation of new IT/Business System technologies to include but not limited to Cloud Infrastructure and Enterprise Resource and Planning (ERP) systems
  • Experience with manual script-driven software testing
  • Experience with automated software testing
  • Experience in an IT system Program Management Office
  • Working knowledge of the Agile Development Methodology (Specifically SAFe)
  • Working knowledge of DevSecOps
  • Experience with Design of Experiments methods and concepts
  • Highly proficient with computers and software applications to include but not limited to: Word, Excel, PowerPoint, Outlook, SharePoint, Access and Project, Atlassian Jira and Confluence
  • Exceptional attention to detail, highly organized and able to multi-task
  • Impeccable verbal and written communication skills
  • Must possess and maintain a T1/NACI security clearance.
