Job description

Martek Global Services is seeking qualified candidates for an anticipated Contract Specialist II opportunity supporting the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS).  This position is contingent upon contract award.

Position Overview
The Contract Specialist II is responsible for supporting federal acquisition activities from planning through contract closeout while ensuring compliance with applicable federal regulations and agency policies. This position collaborates closely with Contracting Officers, program offices, and acquisition teams to prepare procurement documentation, support contract administration, and facilitate successful procurement actions. Experience with using Integrated Contract Expert (ICE) is highly desirable.
This is a remote position. Candidates must reside within the United States, and occasional travel may be required to support customer meetings, program activities, training, or other business needs. The ideal candidate is an experienced acquisition professional who thrives in a collaborative, fast-paced environment and is committed to delivering high-quality customer service and operational excellence.

Work Location: Remote (U.S.) travel for badging and fingerprints will be required
Salary Range: $70,000 - $85,000
Responsibilities
  • Support federal acquisition activities throughout the procurement lifecycle, from acquisition planning through contract closeout
  • Conduct acquisition planning, market research, and procurement strategy development.
  • Prepare and maintain solicitation packages, including Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bid (IFBs), and supporting acquisition documentation
  • Assist with proposal receipt, evaluations, negotiations, source selection activities, and contract award documentation
  • Prepare contract awards, modifications, option exercises, de-obligation modifications, and closeout documentation
  • Support post-award contract administration activities while ensuring accurate and complete procurement documentation
  • Maintain electronic contract files and prepare procurement reports, metrics, and responses to data calls
  • Coordinate with Contracting Officers, Government customers, and program offices throughout the acquisition process
  • Ensure compliance with the Federal Acquisition Regulation (FAR), HHSAR, agency policies, and acquisition best practices
  • Perform other duties as assigned in support of program objectives
Qualifications
Required
  • Bachelor's degree
  • Minimum five (5) years of experience supporting cradle-to-grave federal contracting activities
  • Current or previous FAC-C certification (or civilian equivalent)
  • Experience supporting both pre-award and post-award acquisition activities
  • Working knowledge of the Federal Acquisition Regulation (FAR), contract administration, source selection, market research, contract modifications, and electronic contract file management
  • Strong analytical, organizational, written, and verbal communication skills
Preferred
  • Experience using Integrated Contract Expert (ICE) – high desirable
  • Experience supporting the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), or other civilian federal agencies
  • Experience using electronic contract writing systems
  • Ability to manage multiple concurrent acquisition actions while meeting established procurement deadlines
