Position Summary

Meritus Solutions Group is seeking a highly qualified Quality Control Manager (QCM) to support the Department of War (DoW) Pentagon Force Protection Agency (PFPA) Contract Security Officer Program throughout the National Capital Region (NCR).

The Quality Control Manager is responsible for developing, implementing, maintaining, and enforcing the contract Quality Control Program to ensure all contract requirements are consistently met or exceeded.

The QCM serves as the primary quality assurance representative for the contract and works closely with Government representatives, Program Management, supervisory personnel, and contract staff to identify deficiencies, implement corrective actions, monitor performance metrics, support audits and inspections, and drive continuous process improvement initiatives.

Essential Duties & Responsibilities

Responsibilities include, but are not limited to:

  • Develop, implement, maintain, and continuously improve the contract Quality Control Plan (QCP)
  • Ensure compliance with all Performance Work Statement (PWS) requirements, contract standards, and Government directives
  • Establish procedures for identifying, preventing, correcting, and preventing recurrence of performance deficiencies
  • Monitor operational performance across all contract locations within the National Capital Region
  • Conduct quality assurance inspections, audits, assessments, and compliance reviews
  • Track performance metrics and analyze trends affecting contract performance
  • Monitor staffing compliance and ensure security posts are staffed with fully qualified personnel
  • Evaluate employee performance against contractual requirements, post orders, and operational procedures
  • Develop and maintain quality assurance documentation, records, reports, and corrective action plans
  • Investigate service deficiencies and conduct root-cause analyses
  • Track corrective actions through final resolution
  • Support Government Quality Assurance Surveillance Program activities
  • Participate in Government inspections, audits, and performance reviews
  • Coordinate with Program Management regarding operational improvements and quality initiatives
  • Prepare and submit required quality control reports and contract deliverables
  • Assist with turnover reduction initiatives and workforce performance improvement programs
  • Conduct periodic site visits and operational reviews throughout the contract area of responsibility
  • Monitor training compliance and employee qualification requirements
  • Recommend process improvements and industry best practices
  • Support contract transition, mobilization, and operational planning efforts
  • Maintain close coordination with the Contracting Officer Representative (COR) regarding quality-related matters
  • Perform additional duties as assigned by Program Leadership

Minimum Qualifications

Applicants must:

  • Be a U.S. Citizen
  • Possess and maintain an active Top Secret / SCI Clearance
  • Be capable of obtaining and maintaining a Common Access Card (CAC)
  • Possess a valid Driver’s License
  • Successfully pass all Government background screening requirements
  • Demonstrate strong verbal and written communication skills
  • Demonstrate proficiency with Microsoft Office Suite including Outlook, Word, Excel, and PowerPoint
  • Demonstrate the ability to manage multiple priorities and projects simultaneously

Education

One of the following is required:

  • Bachelor’s Degree in a related field

OR

  • ISO 9001 Lead Auditor Certification

OR

  • ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)

Experience Requirements

Applicants must possess:

Minimum Experience

  • Three (3) years of experience in quality control or quality assurance management supporting federal service contracts

OR

  • Experience developing, implementing, maintaining, and enforcing Quality Control Plans (QCPs)

OR

  • Experience supporting Department of Defense (DoD), Department of War (DoW), military, federal law enforcement, or similar high-security operational environments

Preferred Qualifications

Preference may be given to candidates possessing:

  • Bachelor’s Degree in Business Administration, Quality Management, Public Administration, Criminal Justice, Security Management, or related field
  • ISO 9001 Lead Auditor Certification
  • ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE)
  • Experience supporting large-scale federal security service contracts
  • Experience supporting Quality Assurance Surveillance Plans (QASP)
  • Experience conducting audits and inspections in classified environments
  • Experience with continuous improvement methodologies
  • Experience supporting Government contract mobilization and transition activities

Work Environment

Work is performed in:

  • Government facilities throughout the National Capital Region
  • Administrative and operational environments
  • High-security federal facilities
  • Indoor and outdoor environments as operational requirements dictate

Travel between contract locations may be required.

The position regularly requires:

  • Sitting, standing, and walking for extended periods
