Job Summary The Los Angeles Homeless Services Authority (LAHSA) seeks motivated professionals who want to use their talents and skills to make a difference. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. Sr. Specialists, Contract Performance and Compliance may be assigned more complex or higher-volume portfolios and provide guidance and technical support to Contract Specialists to promote consistency, efficiency, and quality in contract execution and performance management.

The Contract Performance and Compliance Department (CP&C) is responsible for administering all agreements with service providers for LAHSA and providing support to service providers to ensure the management of contract performance, the effective provision of services, and contractual compliance. The Sr. Specialists, Contract Performance and Compliance, serve as the primary point of contact for service providers throughout the contract lifecycle within the Active Contract Performance Management framework (i.e., considering both contract administration and performance management)

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Essential Job Functions Draft, prepare, review and compile service provider contracts and amendments using standardized templates and tools, ensuring accurate and updated budgets and exhibits. Support the maintenance of updated, accurate and complete documentation for every contract and service provider in the Specialist's portfolio (executed agreements, amendments, scopes of required services, point-in-time performance reports/report cards, certifications, inter alia).

Initiate, maintain and revise records in EGMS for each subaward, including but not limited to allocations, fiscal information related to invoices, advances and recoupments, special issues and conditions, sites, subcontractors, assigned responsibilities for LAHSA and service provider staff, and all required documents uploaded are updated and appropriate (e.g., Certificate of Insurance, Workers' Compensation, etc.). Ensure timely and accurate Adobe routing, ensuring contract packets are complete, accurate, and routing reflects appropriate workflows, reviewers and signatories. Tracking tools will be kept updated with routing status

Track, report, and make recommendations to providers and LAHSA units regarding contract performance, especially related to service provision citing programmatic performance indicators, fiscal performance, and compliance with contractual requirements. Identify contracts and service providers recommended for escalation and follow-up support by Monitoring & Compliance division. Actively reference and leverage fiscal and programmatic performance dashboards (e.g., "Scorecard Performance Dashboard") and resources in support of active contract performance management with service providers

Prepare, schedule, and facilitate periodic meetings with service providers to review performance of contracts in the portfolio of the Specialist. Maintain records of reports, scorecards, and meeting notes of provider contracts as part of the ACPM framework. Support the delivery of technical assistance and capacity-building sessions to service providers on contractual requirements and performance measures, as needed.

Develop and monitor Performance Improvement Plans (PIPs) with providers and support the monitoring of Notices of Delinquency (issued by Monitoring & Compliance division), when appropriate. Support the realization of limited desk reviews, performance analyses, and other ad hoc requests in support of the Monitoring & Compliance division and management requests. Assist in revisions of policies and procedures to strengthen contract oversight, performance management and linkage with monitoring and compliance.

Participate in cross-departmental working groups (e.g., Program, Finance, Funding & Allocations) to address service provider issues related to contract administration, performance, and compliance. Collaborate with Finance teams processing invoicing to ensure service provider billing and expenditures are in alignment with contract performance expectations and LAHSA's mission. Participate in capacity building and training sessions organized within the department, and actively maintain knowledge of federal, state, county and city regulations and guidelines

Other duties and special projects as assigned. Knowledge, Skills & Abilities Familiarity with basic principles of contract law applicable to grant-funded agreements with service providers. Working knowledge of contract and agreement drafting using reference templates and contract document management systems and platforms.

Excellent interpersonal and communication skills, specifically focused on customer service and a capacity for collaboration and productive team dynamics. Collaborative and responsive, with a commitment to providing excellent service and embracing new ways of working. Strong organizational ability and precision in managing complex tasks and documentation.

Ability to embrace changes and pivot effectively to meet urgent or high-priority deadlines. Intermediate level of computer software programs including Microsoft Office Suite (Word, Excel, Outlook), as well as Adobe and Smartsheet and data visualization and tracking platforms. Familiarity with LAHSA funder requirements (i.e., City of Los Angeles, County, State and Department of Housing and Urban Development, HUD)

Familiarity with the homeless services sector within the Los Angeles Continuum of Care (CoC) and a basic knowledge of key program components (e.g., Time-limited subsidies). Basic knowledge of Title 2 of the Code of Federal Regulations (CFR), Part 200, HUD Office of Community Planning and Development (CPD) Notices, and secondary references (e.g., Los Angeles County Department of Auditor-Controller Contract Accounting and Administration Handbook, 2021). Strong critical thinking skills and capacity to review documents and reports to ensure accuracy

Other duties and special projects as assigned Training & Experience Bachelor's degree from an accredited College or University with experience in public administration, public policy, human services, social studies, or related field is required. Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
