Position Summary Information
General Summary
The Administrative Contract Manager - Utility Services manages architectural-engineering, construction and other professional services/ goods and services contracts in support of the Engineering & Construction (E&C) and Utility Services Departments in close coordination with Departmental/ Divisional/ other WSSC Water Departments technical managers/staff and performs related duties as required.

An employee filling this position works very closely with technical supervisors/staff/managers in the E&C and Utility Services Departments associated with each contract as well as members of the Procurement Department, Office of Supplier Diversity & Inclusion and the General Counsel's Office. Work involves applying sound contracting principles and practices coupled with WSSC Water Procurement Regulations, Business Policies and Procedures and associated practices that constitute the WSSC Water procurement system.
Essential Functions
  • Manages all administrative provisions of the contract including the performance period and contract value, including the cumulative cost of all tasks issued under basic ordering agreements; indefinite delivery/indefinite quantity contracts; and emergency and goods/services contracts;

  • While coordinating with the necessary parties, schedules and conducts all pre-bid/proposal meetings;

  • Schedules and conducts preconstruction meetings with contractor, other necessary WSSC Water staff elements, sediment control specialists, as well as state, county and local agencies;

  • Manages the compliance of all contracts including subcontracting utilization in support of the WSSC Water Minority and Supplier Diversity & Inclusion programs;

  • Manages and enforces any wage-rate provisions under the contract;

  • In concert with the Technical Contracts Supervisor and in coordination with Procurement, approves, and issues change orders and field orders;

  • Accepts work as being finally complete as the WSSC Water representative;

  • Conducts bid-ready contract reviews to ensure completeness;

  • In concert with the Technical Contracts Supervisor, prepares and updates daily, weekly and monthly reports;

  • In concert with the Technical Contracts Supervisor, reviews and recommends revisions to General Conditions, Standard Specifications and Standard Details;

  • Confers with management personnel to determine needs and then, in coordination with Procurement, develops appropriate contract tools;

  • Analyzes problems in terms of contract specification requirements, service delivery, and feasibility;

  • Investigates and analyzes contractor complaints and inquiries in conjunction with the Procurement and/or Departmental Offices;

  • Establishes and maintains databases to track and monitor all contract information and to keep complete and accurate records;

  • Acts as a liaison for contracting process by addressing concerns and obstacles of contracts, internal clients' issues, writing/ editing scopes of work, and monitoring and sharing successes of contracts;

  • Trains others in contract compliance and enforcement;

  • Drives a vehicle to conduct WSSC Water business.
Other Functions
  • In concert with Technical Contracts Supervisor/ Division Managers/ other staff as needed, receives, reviews and approves/processes all invoices, submittals and deliverables;

  • Performs other duties as assigned.

Required Knowledge, Skills, And Abilities
  • Extensive knowledge of general contracting processes, rules and procedures;

  • Knowledge of the principles, practices, selection and uses of various types of design, construction and rehabilitation contracts;

  • Working knowledge of utility or water and wastewater design, construction and rehabilitation;

  • Skill in performing engineering computations, estimates and measurements;

  • Skill in communications both verbally and in writing;

  • Knowledge of basic design and construction management techniques;

  • Ability to understand design and construction faults when working with technical managers;

  • Ability to work with contractors, state, county, and local agencies, and the general public;

  • Ability to concurrently manage and coordinate multiple contracts simultaneously;

  • Ability to identify, develop and implement initiatives, plan programs and perform outreach;

  • Strong teamwork skills.
Minimum Education, Experience Requirements
  • Bachelor's degree in Engineering, Business Administration, Contract Management, or a related field;

  • 3 years of progressively responsible experience in procurement and contract administration.

- OR -
  • High School diploma or equivalent;

  • 7 years of progressively responsible experience in utility or water, sewer, and wastewater systems in the utility industry that includes tracking and managing documents, contracts and/or policies, invoices, contract issues; resolutions of technical associated issues; and the proactive resolution of utility industry procedural and policy issues.
Additional Requirements
  • Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date;

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter.
