Job description
Are you an experienced Department of Defense Contract Specialist with a strong understanding of Federal acquisition regulations and the complete contracting lifecycle? Do you enjoy supporting mission-critical acquisition programs that deliver capabilities to America's Special Operations Forces? If so, we invite you to join our team supporting U.S. Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology & Logistics (SOF AT&L).
ABOUT THIS ROLE
St. Michael's is seeking experienced Contract Specialists to support multiple organizations within USSOCOM SOF AT&L. Successful candidates will provide acquisition and contracting support throughout the entire procurement lifecycle, assisting Government Contracting Officers and Integrated Product Teams in planning, awarding, administering, and managing complex acquisition actions supporting Special Operations Forces.
This position requires extensive knowledge of Federal acquisition regulations, sound business judgment, and the ability to support multiple acquisition programs while ensuring compliance with applicable statutes, regulations, policies, and contracting procedures.

WHO YOU ARE
Security Clearance
- U.S. Citizenship required.
- Active Secret security clearance with the ability to satisfy contract requirements.
Certifications
One of the following (or the ability to obtain if contractually permitted):
- DAWIA Practitioner (Level II equivalent) in Contracting
- DAWIA Advanced (Level III equivalent) in Contracting
- Federal Acquisition Certification in Contracting (FAC-C)
Education
- Bachelor's degree in Business, Acquisition, Contract Management, Finance, Public Administration, or a related discipline.
OR
- Equivalent combination of education and directly related Department of Defense contracting experience.
Required Experience
- Minimum of ten (10) years supporting Federal or Department of Defense acquisition and contracting programs.
- Minimum of five (5) years supporting DoD acquisition organizations.
- Extensive experience supporting the complete acquisition lifecycle, including pre-award, award, post-award, and contract administration activities.
- Experience preparing acquisition documentation and procurement packages.
- Experience conducting price and cost analysis and supporting contract negotiations.
- Experience supporting source selections and acquisition planning activities.
- Experience administering a variety of Federal contract types, including Firm Fixed Price (FFP), Cost Reimbursement, and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
- Experience working with Procurement Desktop Defense (PD2), Procurement Integrated Enterprise Environment (PIEE), or comparable Government contract writing systems.
- Experience preparing executive correspondence, memoranda, reports, and acquisition documentation.
- Strong analytical, organizational, written, and verbal communication skills.
- Ability to work independently while collaborating effectively with Government Contracting Officers, Program Managers, legal counsel, and Integrated Product Teams.

PRIMARY RESPONSIBILITIES
The Contract Specialist will support Government acquisition organizations by:
- Supporting acquisition planning and business strategy development.
- Reviewing procurement request packages for completeness and regulatory compliance.
- Conducting acquisition research and providing recommendations based on applicable acquisition laws, regulations, and policy.
- Preparing acquisition documentation including Determinations and Findings (D&F), DD Form 2579, Justification and Approval documents, Acquisition Plans, Source Selection Plans, Independent Government Cost Estimates, and related procurement documentation.
- Preparing solicitations, amendments, awards, contract modifications, and post-award documentation using Government contract writing systems.
- Supporting publication of required procurement notices and acquisition documentation.
- Conducting cost and price analyses to support fair and reasonable pricing determinations.
- Supporting proposal evaluations and preparing negotiation documentation, including Pre-Negotiation Memorandums (PNM) and Business Clearance Memorandums (BCM).
- Supporting contract negotiations and contract award activities.
- Performing post-award contract administration functions.
- Maintaining complete, accurate, and auditable contract files.
- Participating on Integrated Product Teams (IPTs) and advising Government customers on acquisition and contracting matters.
- Coordinating with Contracting Officers, Program Managers, legal counsel, DCAA, DCMA, industry partners, and other stakeholders throughout the acquisition lifecycle.
- Ensuring all acquisition actions comply with Federal statutes, DoD regulations, and organizational policies.
