Job description

Victory Solutions is a wholly owned subsidiary of Dynamo Technologies. Victory Solutions is a Small Disadvantaged Business providing quality technical and engineering services to NASA, the DoD, Industry and academia.

Victory Solutions is seeking an experienced Senior level Contract Administrator to begin work immediately.

Principal Duties and Responsibilities:

  • Support all aspects of contract and subcontract administration life cycle including contract negotiation/formation, post-award administration, and contract closeout.
  • Represent the Company at industry events; assist in negotiating terms of teaming agreements; establish and build relationships with teammates/potential teammates.
  • Uses knowledge of FAR and available contract vehicles to present viable contracting strategies.
  • Review and negotiate NDAs, contracts, and subcontracts.
  • Develop strong and effective internal and external customer relationships.
  • Assist with drafting proposal packages.
  • Review solicitation and contracts terms and conditions to include the identification of contract risks.
  • Review contractual documents to ensure compliance with contract requirements, i.e., T&Cs, FAR & agency supplements and company policy.
  • Monitor contract performance.
  • Perform the necessary transmission and monitoring of correspondence relating to contractual obligations.
  • Ensure completion and maintenance of contract and subcontract files and responds timely to all contractual reporting requirements for Victory Solutions
  • Provide solutions to problems involving moderate complexity.
  • Represent the company on assigned projects.
  • Interact with senior internal and external personnel on significant matters often requiring coordination across organizational lines.
  • Perform special projects as requested.

Education, Experience and Skills:

  • Bachelor's degree required from an accredited university in a business-related discipline.
  • Minimum of 10 years previous experience in contract administration required.
  • NCMA Certification, CFCM or CPCM and/or master's degree is highly desired.
  • Cradle to Grave Federal Government Contracting experience as a Prime Contractor or Subcontractor.
  • Desired experience with multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
  • Working knowledge of the FAR and Agency Supplements.
  • Experience maintaining GSA Schedules, including review and approval of mass modifications and submission of modification requests in GSA eMod, as well as familiarity with sales reporting requirements and various GSA websites/portals (FCP, Assist/CPRM, and eBuy.
  • Familiarity with the requirements of FAR 52.219-14 Limitations on Subcontracting.
  • Familiarity with the SBA's Mentor-Protรฉgรฉ Program and the formation of joint ventures.
  • Prior Experience with Deltek Costpoint highly desired.
  • Proficiency with Microsoft Office Suite.
  • Excellent verbal and written skills.
  • Ability to identify and resolve problems quickly.
  • Must work well under pressure and be able to meet tight deadlines.
