Job description

Position Summary

Hive Group, a HUBZone-certified SDVOSB and multiple award-winning organization, is seeking a highly skilled Senior Contract Support Analyst to deliver cradle-to-grave acquisition support and operational compliance for the Missile Defense Agency (MDA) Technical Advisory and Assistance Services (TACS) program located at Redstone Arsenal, AL. In this multi-faceted role, you will provide critical pre-award expertise—including drafting solicitations, parsing requirement packages, and aligning acquisition plans with FAR Part 7 guidelines. Serving as an essential partner to the Procurement Contracting Officer (PCO), you will advise on complex contract strategies, support federal negotiation teams to ensure fair and reasonable pricing, and champion highly specialized Research and Development (R&D) requirements for layered defense weapon systems. 

This premier position offers an exceptional opportunity to manage the full integrity of major defense acquisition pipelines. Beyond standard contract lifecycle operations, you will lead Contract Property Administration Office (CPAO) efforts, direct contract closeout processes, and orchestrate senior executive briefings and audit readiness initiatives. If you hold a Bachelor's degree, an active Secret clearance, and have at least 10 years of experience as a DoD Contract Specialist or former Warranted Contracting Officer navigating FAR Part 15 source selections and sole-source cost/price analysis, we invite you to drive this vital enterprise mission forward.  This position requires personnel to have a TS/SCI Clearance.

Work Location: This position is primarily performed on-site at Redstone Arsenal, AL. However, Fort Belvoir, VA will be considered as an alternate work location for highly qualified candidates. Regular on-site attendance is required to support customer and contract requirements. 

Key Responsibilities

  • Provide analysis on contract requirement packages, draft solicitations, evaluate proposals, and coordinate acquisitions of both cost reimbursement and fixed-price contracting to ensure regulatory and statutory compliance.
  • Provide acquisition planning in accordance with FAR Part 7, support the development of the requirement documents, and assist in developing contract strategy in coordination with the technical program office.
  • Support the government negotiation team and serve as an advisor during negotiations to assist the PCO to obtain a fair and reasonable price.
  • Advisory service on future procurement requirements, assist in preparation of required procurement documentation, and support the response and resolution of specific procurement strategy questions.
  • Advise the program offices, acquisition managers, and contract specialists on contract planning, negotiation, award, and execution of requirements in areas not requiring PCO authorization.
  • Participation in contract execution of highly specialized research and development (R&D) requirements for programs and activities.
  • Processing of data, document evaluation, and providing input for pre-negotiation positions.
  • Develop documentation for PCO approval, including Determinations and Findings (D&F), Justification and Approval (J&A), and various Memorandums for Record (MFR).
  • Coordination with the PCO to prioritize, organize, and monitor requirements to establish timely schedules for successful implementation.
  • Analysis and validation of government furnished property attachments ensuring accuracy and compliance with contract government property regulations and policies.
  • Management and support integration of contract requirements.
  • Support for cost/price analysis and price objective development.
  • Coordination of technical evaluations.
  • Advise contracting officers and property officials on contract property management regulations, policy, and financial audit requirements.
  • Analyze proposed updates to organization policies involving contract government property based on federal and DoD regulation to ensure compliance.
  • Conduct in-depth research and analysis of contract government property data to identify discrepancies and trends.
  • Process closed property disposal packages and coordinate resolution of identified discrepancies with internal and external organizations.
  • Create and maintain accurate and detailed property reports.
  • Advise in the development of contract property management policies.
  • Provide weekly reports for senior executives/leaders to include recording and distribution of meeting minutes, collection of read ahead charts, and executive-level advice.
  • Engage in strategic support for senior leaders to include internal and external communication forums, coordinate briefings, and organization-wide initiatives.
  • Contribute to the development of organizational policy and assist with strategic planning and business operations.
  • Support engagements with industry and other Government agencies through the coordination and development of briefings.
  • Analysis and inputs for briefings, memorandums, and presentations.
  • Develop and update functional training packages, how-to guides, checklists, and templates to support internal customers.
  • Assist in development of templates, dissemination of best practices, and conducting research on contract management and closeout topics.
  • Assist with preparation for audits conducted by internal and external agencies.
  • Assistance in the implementation and development of contract management oversight systems and processes.
  • Assistance in the determination and closeout of physically completed inactive contracts and de-obligation of associated unliquidated obligation (ULO) balances.
  • Manage all taskers via the ETMS2 system and ensure closure before deadlines.
  • Act as portal manager responsible for maintaining and updating the Contract Management portal page.
  • Monitor and remove outdated information from the portal on a monthly basis.
  • Distribution and management of responses to assigned Intra-Agency taskers.
  • Assist with pulling reports from PIEE suite for compliance and situational awareness.
  • Maintain contract and acquisition information within the Government's electronic databases.
  • Develop work products using Microsoft tools (TEAMS, Access, PowerPoint, Excel, Visio).
  • Provide administrative support only for the Freedom of Information Act (FOIA) program and tracker updates.

Qualifications

  • Minimum of a Bachelor’s degree in Business Administration, Procurement and Contract Management, Logistics or a related field.
  • Prior experience as a Warranted PCO; or a minimum of ten (10) years as a Contract Specialist - all for a DoD buying activity, or civilian agency which executed assisted acquisitions on behalf of DoD activities. 
  • Direct experience in advising and/or conducting five (5) or more DoD source selections; or in civilian agencies which executed assisted acquisitions on behalf of DoD activities.
  • Experience formulating competitive RFPs for FAR Part 15 formal source selections, and FAR Part 16.505 ordering procedures.
  • Experience conducting sole source cost/price analysis analysis, Price Negotiation Memorandum (PNM) development and negotiation of cost-type proposals.
  • ACTIVE TS/SCI Clearance Required

Preferred Qualifications

  • DAWIA Level III certification (or equivalent) in Contracting
Compensation and Benefits

The estimated compensation range for this position is between $147,884 - $163,451 annually.  Actual salary is determined by a variety of factors, including the candidate’s specialized skills, certifications, and years of experience relative to the area benchmarks.
