Job description

Job Location: Springfield, VA

PD Power Systems, LLC is seeking a mid-level Contracts Administrator with experience in cradle to grave administration of Federal Government and non-Government contracts, subcontracts, Teaming Agreements, Non-Disclosure Agreements, Consulting Agreements, and other contractual agreements, including analysis of contract profitability, closeout, regulatory compliance, and a working knowledge of Task Order/Delivery Order contracts. Knowledge of FAR, DFAR, CAS and related agency implementing regulations is required. Experience with GSA contracts is required Hands-on experience with all contract types, but mostly Firm Fixed Price. Must use Excel to develop product pricing.

Essential Duties and Responsibilities:
  • Provides "cradle to grave" contract administration, to include developing, negotiating, and administering, of Government and non-Government contracts and subcontracts ensuring compliance with FAR, DFARS, and other government regulations.
  • Identifies potential contractual issues or conflicts, analyzes impact/ramifications and works with Program Management staff, subcontractors, and suppliers to resolve problems. Escalates issues to senior management as needed.
  • Prepare proposals for our GSA contract to Add Products and for Economic Price Adjustment.
  • Develops subcontract solicitations to include Requests for Information, Requests for Quotes and Requests for Proposals.
  • Performs analysis of proposals with respect to T's & C's, appropriate FAR/DFAR clause flow-downs, and proposed price/cost.
  • Drafts, reviews, negotiates, and administers non-disclosure agreements, teaming agreements, and independent consulting agreements; interpret terms, assess business and legal risks, redraft contract clauses, if necessary, and provide strategies to minimize loss or liability
  • Compiles and maintains all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
  • Initiates and executes closeout activities in accordance with Customer and company close-out procedures for task order, delivery order, contract, and subcontract closeouts.
  • Works collaboratively with Program Management to maintain a high level of customer satisfaction while managing multiple priorities.
  • Maintains an in-depth knowledge and working understanding of the US Government Acquisition and Procurement environment, the Contracts function and relevant company policies and procedures, FAR/DFARS, export control, and other Government regulations.
  • Partners with Business Development by reviewing and executing Non-Disclosure and Teaming Agreements. Additional support activities include, but are not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in proposal team meetings, and preparing the terms, conditions, and assumptions upon which the proposal may be submitted.
Certificates and Licenses

Certified Federal Contracts Manager, Certified Professional Contracts Manager a plus but not required.

Experience and Education
  • Bachelor's Degree in Business, Contract Management, Finance, or related field
  • Minimum 3-5 years of relevant experience with government contracts.
  • Professional certifications (Certified Federal Contracts Manager or Certified Professional Contracts Manager) a plus.
  • Knowledge of federal acquisition laws and regulations, including Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations Supplement (DFARS) and agency specific regulations are required.
  • Experience with GSA contracts is desired.
  • Word and Excel competence is essential.
  • Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) a plus.
  • U.S. Citizenship required.
Technical Skills
  • Microsoft Word, Power Point and Excel competence is essential.
