Summary
Under the general direction of the County Engineer, performs and oversees civil engineering work of considerable complexity and difficulty in the areas of roadway, bridge and drainage design, traffic engineering, roadway maintenance, capital improvement projects, construction estimates, engineering project management, floodplain management, and community development improvement plan review. The position assists the County Engineer in the management of the Engineering Division of Public Works and performs related work as assigned.
Essential Job Functions
(Essential function, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. This list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)
  • Acts for the County Engineer in their absence or as directed.
  • Plans, organizes, controls, integrates, and evaluates the work of consultants/contractors performing design/construction of civil engineering projects, capital improvements, and other professional contracted services for the County.
  • Develops, implements, and monitors short- and long-term plans, goals, objectives, and budgets in alignment with the County's strategic priorities.
  • Oversees and ensures project conformance with recognized local, State, Federal, and other applicable regulations and standards.
  • Participates in negotiations with other agencies, utilities, groups, and individuals on a wide variety of issues pertaining to public works and public utilities.
  • Coordinates, reviews, and evaluates the planning/design/construction documents prepared by the County's contract engineers, independent contract service providers, contractors, public utilities contractors, landscape/building architects, and other consultants as directed.
  • Monitors technical developments related to public works, CIP, and utility matters; evaluates impacts on County operations, and recommends and implements procedure improvements.
  • Reviews and approves developer-submitted plans, plats, designs, and concepts to ensure compliance with County policies and standards; examines construction proposals, specifications, and bids for compliance with policies and objectives.
  • Reviews and investigates requests from citizens for traffic mitigation in neighborhoods, signing requests, speed limit adjustments, and other traffic safety devices.
  • Reviews, and evaluates traffic engineering plans and traffic study projects ensuring compliance with federal, state, and local laws, including codes, ordinances, and standards.
  • Strives to find creative solutions to complex technical problems while protecting the short- and long-term interests of the County, the development community, and the general public.
  • Assists in organizing, planning, and directing the operations of County engineering and road operations to ensure roads and highways are constructed and designed in a safe and efficient manner.
  • Assists the County Engineer in grant development & management of various capital improvement and engineering study projects.
  • Writes specifications, contracts, and cost estimates for construction work to ensure compliance.
  • Initiates projects and directs engineering studies; reviews all plans submitted by consultants.
  • Coordinates services and projects with other agencies and County departments.
  • Respond to public inquiries and to traffic-related requests and inquiries.
  • Represent the Department and participate in regional transportation planning, committees, conferences and partnering activities with other government agencies.

Knowledge and Skills
  • Knowledge of principles and practices of civil engineering, road construction and maintenance, and drainage principles.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations governing the administration of public works and public utilities functions and activities.
  • Knowledge of construction and professional services procurement principles and practices, pertinent Arizona Revised Statutes, and contract development and administration.
  • Knowledge of the functions of the Board of Supervisors.
  • Knowledge of road construction and maintenance laws, regulations, and statutes.
  • Knowledge of OSHA rules and regulations.
  • Knowledge of ADA rules and regulations.
  • Knowledge of principles and practices of residential and commercial land development.
  • Knowledge of principles and practices of management and supervision.
  • Skill in establishing and maintaining effective working relationships with department personnel, County officials, personnel of other County departments, commissions and boards, local, State, and federal public planning agencies, the general public, and the building and development community.
  • Skill in exercising sound, expert independent judgment within general policy guidelines and local, State, and Federal regulations.
  • Skill in providing exceptional customer service.
  • Skill in preparing and delivering clear, concise, and comprehensive technical reports, correspondences, and other written materials to the Board of Supervisors, the development community, and the general public.
  • Skill in preparing, reviewing, interpreting, and analyzing engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.
  • Skill in planning, organizing, and directing the work of others.

Desirable Qualifications
Bachelor's Degree in Civil Engineering or closely related field; AND experience in Civil Engineering, construction, highway traffic engineering, or land development; AND a minimum 2 years of Professional Engineer license; AND Arizona Professional Engineer license or must obtain AZ license within six months of employment AND a valid Arizona driver's license.
