Job description

This position is located at 1117 Trinity Street, Austin, Texas, in the VR Contract Administration Services department.

WHO YOU ARE:
The ideal candidate shares our department's mission to ensure that contract management is done ethically, transparently, impartially, and professionally. As a Contract Administration Manager, I (CAM I), VR CAS team Supervisor, you will ensure staff develop, maintain, and adhere to contract management best practices. This role requires the candidate to be detail-oriented, able to communicate effectively, and work closely with cross-functional teams. The selected candidate must have the ability to maintain a reliable consistent work schedule.
WHAT YOU WILL DO:
The Contract Administration Manager I performs advanced (senior-level) contract administration work.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Supervise day-to-day activities of the VR CAS team and coordinate the yearly performance reviews for this team in a timely manner.
-Review and assist with the development and management of VR contracts.
-Work with CAS Director to develop and approve priorities and standards for achieving goals in CAS.
-Identify and advise the CAS Director on improvements to comply with requirements and opportunities for improvement.
-Develop and maintain professional working relationships with the agency to ensure a positive and productive environment exists for CAS.
-Provide technical expertise and guidance regarding questions related to TWC's contract management.
-Perform related duties as needed. 
YOU ARE A GREAT FIT WITH:
-Current certification as a Certified Texas Contract Manager.
-Knowledge of local, state, and federal laws and regulations relevant to contract management functions and of the principles and practices of public administration and management.
-Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
-Ability to establish goals and objectives, devise solutions to administrative problems, develop and evaluate administrative policies and procedures, prepare reports, and communicate effectively.
-Ability to evaluate contracts and recommend future status, interpret policies, procedures, and regulations.
-Ability to write policies and procedures and to write and edit contract documents and tools.
YOU QUALIFY WITH:
-Five years of full-time experience in contract administration, management, evaluation, or monitoring of contract providers. 
-Relevant academic credits may be applied toward experience qualifications for this position. 
-Two years of full-time in-service TWC experience classified as a Contract Specialist V with regular status will satisfy the minimum qualifications.
