Responsibilities

As a Deputy Program Manager, you will act for the Program Manager in their absence and serve as the alternate contractor representative for the Defense Counterintelligence and Security Agency (DCSA) Customer Support Services (CSS) contract.

You will support day-to-day program operations, manage tier-down delegation of program responsibilities across functional leads, and provide continuity of operations across the DCSA CSS support footprint. You will partner with the Program Manager to ensure consistent execution of service delivery commitments and compliance with all PWS requirements across approximately 13,000 DCSA personnel and 167 field sites.

Highlights of Responsibilities:

  • Act for the Program Manager in their absence with full authority to make contract-related decisions; serve as the alternate primary contractor representative to the COR.
  • Support day-to-day operational management of the DCSA CSS program across all functional service areas.
  • Manage geographically dispersed staff of varying skill levels in a multi-site service delivery environment.
  • Apply ITIL 4 frameworks to create, maintain, and enforce staff compliance with documented practices, ensuring alignment with ISO 20000-1:2018.
  • Coordinate program-level meetings, reporting cycles, and stakeholder engagements; support development of contract deliverables including IPR materials and monthly reports.
  • Support program metrics oversight including AQL monitoring, Customer Support Metrics Dashboard (CSMD) reviews, and continuous service improvement activities.
  • Coordinate cross-functional issue resolution between service desk, communications support, service management, and risk management functions.
  • Support surge response planning and execution under PWS Task 16; assist Program Manager in cleared-personnel resource decisions.
  • Maintain DoD 8570/8140 IAM Level III certification currency.
  • Provide tier-down delegation of program responsibilities to functional leads and ensure consistent program execution discipline.
Qualifications

Requirements:

  • Shall possess a TOP SECRET security clearance with SCI eligibility (favorably adjudicated T5 or T5R; within investigation scope or currently enrolled in Continuous Evaluation/Continuous Vetting).
  • Active PMP (Project Management Professional) certification.
  • DoD 8570/8140 IAM Level III certification.
  • ITIL 4 currency for framework administration.
  • Demonstrated PM or Deputy PM experience in DoD/IC enterprise IT service delivery environments.
  • Strong customer service orientation and engagement with senior Government customers.
  • Proven analytical, problem-solving, and decision-making abilities.
  • Excellent written, oral, and interpersonal communication skills.
  • Demonstrated leadership of geographically dispersed teams.
  • Team-oriented and skilled in working within a collaborative environment.

Education and Experience:

Required Education/Experience: Bachelor's degree preferred; equivalent experience considered. Minimum eight (8) years of recent experience (within the last 15 years) managing complex projects of similar size, scope, and complexity to the contract requirements. Minimum eight (8) years of experience as a Program Manager in a DoD or IC environment performing in a subject area related to the contract, including program/project leadership of IT Service Delivery at an enterprise level. Prior DCSA or similar DoD agency experience is a plus.
