The Opportunity
Spiniello is seeking an experienced Project Manager to join our Baltimore operations and lead the successful delivery of complex underground utility and heavy civil infrastructure projects throughout the greater Baltimore region.
This position offers the opportunity to oversee projects from preconstruction through closeout while leading high-performing project teams and managing every aspect of project execution, including safety, scheduling, financial performance, client relationships, and operational success. Working closely with Superintendents, Project Engineers, subcontractors, and clients, the Project Manager will play a critical role in delivering projects safely, on time, and within budget.
Reporting to a Senior Project Manager, this individual will manage multiple projects simultaneously while mentoring Project Engineers, driving collaboration across project teams, and serving as a trusted partner to clients throughout the construction lifecycle.

The ideal candidate has experience managing underground utility, water, wastewater, pipeline rehabilitation, or heavy civil construction projects and possesses the leadership skills to successfully coordinate field operations, subcontractors, clients, and internal teams while maintaining strong financial and operational performance.

Key Responsibilities
Project Leadership
- Manage multiple underground utility and heavy civil construction projects from award through closeout.
- Lead project planning, execution, scheduling, and resource allocation to ensure successful project delivery.
- Prepare and manage project budgets, cost reports, forecasts, and monthly Cost-to-Complete projections.
- Manage project schedules and coordinate progress updates with field leadership.
- Review vendor invoices, monitor project costs, and proactively manage change orders.
Client & Team Management
- Serve as the primary point of contact for clients, consultants, and project stakeholders.
- Lead project meetings, preconstruction meetings, and progress updates.
- Mentor and develop Project Engineers while providing leadership to project teams.
- Coordinate subcontractors, suppliers, and internal departments to ensure efficient project execution.
- Maintain project documentation and contract compliance throughout the project lifecycle.
Operational Excellence
- Enforce site-specific safety plans and promote a strong safety culture.
- Monitor project quality and ensure work complies with contract documents and specifications.
- Identify project risks, develop contingency plans, and resolve issues proactively.
- Support fleet, equipment, and procurement planning to meet project needs.
- Promote collaboration, accountability, and continuous improvement across all project activities.
Qualifications
Required
- Bachelor's degree in Construction Management, Civil Engineering, or a related field, or an equivalent combination of education and experience.
- Minimum of five years of Project Management experience in underground utility, heavy civil, or civil infrastructure construction.
- Strong knowledge of water, sewer, drainage, deep excavation, trenchless technologies, and related construction methods.
- Ability to read and interpret construction drawings, specifications, and contract documents.
- Strong financial management skills, including budgeting, forecasting, cost tracking, and project reporting.
- Excellent leadership, communication, organizational, and problem-solving skills.
- Proficiency with Microsoft Excel, Word, and PowerPoint.
Preferred
- Experience delivering municipal, utility, or public works projects throughout the Baltimore metropolitan area.
- Experience with Primavera scheduling software.
- Working knowledge of Sage Timberline and HCSS.
- Experience with Design-Build, CMAR, or other alternative delivery methods.
- Working knowledge of Federal, State, and local agency contracting requirements.
