Construction Contractor Jobs in Michigan (NOW HIRING)

Under the task order, the contractor will perform independent of direct Government supervision support

services to satisfy the overall operational objectives of the Facilities Engineering and Acquisition Division (FEAD) Director / Officer in Charge of Construction (OICC) and the subordinate Resident Officers in Charge of Construction (ROICC). The primary objective is to provide contractor services and deliverables through the performance of construction safety oversight support. The contractor shall provide all labor, material, and equipment necessary to complete the work described in the paragraphs below. Specifically, the

Construction Safety Oversight individual shall be available full time and shall perform tasks as defined below and as particularly set out in a Task Order Statement of Work.

The Construction Safety Oversight has no authority to direct the construction contractor(s) in any way regarding methods or procedures and shall not interfere with methods of performance unless life and/or

property is in danger. The FEAD/ROICC/OICC or its designated Government representative will be

responsible for and will sign all correspondence and specific directives to the contractor(s).

TASKS/SERVICES

• Monitor the construction contractor’s compliance with the version of the EM385-1-1 that is current at the time of project award.
• Monitor the contractor’s compliance with local safety procedures/local government regulations where those regulations are more stringent than the EM385-1-1.
• Perform a variety of safety inspections on various construction projects within the NAVFAC Pacific Area of Responsibility (AOR).
• Remain current with knowledge of NAVFAC Safety Division policies and procedures regarding safety oversight and accident reporting and in particular, the required timing and content for submission of accident/hazard reports.
• Assist the Government with the technical clarification of standards and drafting explanations of NAVFAC safety policy for construction contractors.

CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER EXPERTISE REQUIRED.

• Have the ability to communicate in English effectively orally and in writing
• One (1) year of specialized experience in performing the tasks identified within the “Tasks/Services” section above for Design and Construction related projects for
• NAVFAC or Corps of Engineers is desirable but not required.
• Have demonstrated knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation.
• Utilize a computer to conduct research and enter data as required/requested for each site inspection.
• Have demonstrated the ability to analyze work processes and conditions, identifying and eliminating/controlling safety and occupational health hazards pertaining to construction.
• Possess the following training and certifications. • 30-hour OSHA construction safety class within the last 5 years.
• 40-hour Construction Safety Hazard Awareness Training (most current EM385-1-1) within the last 3 years.
• Have obtained at least 24 hours of formal safety training each year for the past 5 years with training for competent person status for at least the following areas of competency: Excavation, Scaffolding, Fall protection, Hazardous Energy, Confined Space, Health hazard recognition, evaluation and control of chemical, physical and biological agents)
• Have demonstrated knowledge of the latest U.S. Army Corps of Engineers’ safety publications (including but not limited to EM385-1-1, OSHA safety requirements) as well as all other applicable national health and safety regulations, codes and standards. Individuals assigned to Australia projects shall demonstrate knowledge of in OHSAS 18001, Occupational Health and Safety Management Systems-Requirements (officially BS OHSAS 18001), an internationally applied British Standard for occupational health and safety management systems and any local governing safety requirements.
• Provide satisfactory proof of U.S. citizenship. (U.S. or naturalized). Task orders may allow waiver of this requirement should projects allow in certain regions.
• Have a minimum of 5 years’ experience as the SSHO (Site Safety and Health Officer) on large (over $5M) projects.
• Have demonstrated experience in the use and application of Microsoft Office (Word, Excel, PowerPoint, Outlook, etc), Primavera, CostWorks, and Success Estimator, etc. Have the ability to adapt to new software such as eCMS, MS Teams and Zoom may also be necessary.
• The Contractor shall obtain all required corporate and personnel Security Clearances prior to commencement of work. The Contractor shall ensure that a list of all personnel with Security Clearances is maintained and current, including clearances that are pending. Each task order shall establish necessary base/building access requirements.
• Be capable of the physical exertion required to perform the necessary services such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping and reaching; climbing upon ladders and other physical activity common to the performance of such duties and have sufficient vision to identify safety concerns.
• Reference Section C paragraph 2.6 and 2.20 for security requirements.
• For the Certified Safety Professional (CSP) position, in addition to the above:
• Individuals may be required to complete SF-85-P, Questionnaire for Public Trust Positions. Approximately half of the Safety oversight individuals will require clearance for certain base/building access.
• The individual shall have a minimum of a U.S. Bachelor’s degree in any field or an Associate’s in safety, health, or the environment, or a closely related field.
• Shall have 4 years of safety experience where safety is at least 50% preventative, professional level with breadth and depth of safety duties.
• Will have a BCSP-Approved (Board of Certified Safety Professional) Credential such as: Associate Safety Professional (ASP)
• Graduate Safety Practitioner (GSP) Certified Industrial Hygienist (CIH) Chartered Member of the Institution of Occupational Safety and Health (CMIOSH) Professional Member of the Singapore Institute of Safety Officers (SISO) Diploma in Industrial Safety by Government of India
• Must provide proof of passing the CSP examination
• The individual shall have experience as a manager at any level.
• Have demonstrated safety responsibilities for a work group that is part of other work duties or that are adjunct, collateral or ancillary to their job duties. (Their main job duties are in a craft or a trade, leadership, supervision or management, or a technical specialty)
• Individual must have 30 hours of safety, health and environmental training along with 2 years of supervisory experience or 4 years of work experience related to the STS Field.
• Must provide proof of STS accreditation by the National Commission for Certifying Agencies (NCCA).
