Background
The Condominium Authority Tribunal (CAT) is an adjudicative tribunal dedicated to resolving certain types of condominium-related disputes. The CAT is Ontario's first fully online tribunal and uses an online dispute resolution system, CAT-ODR, to help people resolve their disputes conveniently, quickly, and affordably.
The CAT has exclusive jurisdiction to hear and make legally binding and enforceable decisions about certain types of disputes under the Condominium Act, 1998. The CAT can currently accept applications about a range of issues, including condominium records, pets and animals, vehicles, parking and storage, noise, odours, vibration, light, smoke and vapour, and compliance with settlement agreements. In July 2027, the CAT's jurisdiction will expand to include certain types of disputes related to owners' meetings.
The CAT is part of the Condominium Authority of Ontario (CAO). The CAO provides services and resources for condominium communities. These include:
- easy-to-use information to help owners and residents understand their rights and responsibilities;
- mandatory training for condominium directors;
- resources to help condominium owners and residents resolve common issues; and
- an online dispute resolution service through the CAT.

CAT Members work remotely and candidates must be residents of Ontario.
Purpose
CAT Members are primarily responsible for mediating and adjudicating disputes in writing through the CAT's online dispute resolution platform. Members must act in accordance with the CAO's mission, core values, and governance and accountability documents.
Members are appointed to the CAT on a part-time, per diem basis in accordance with the CAT's Per Diem Policy.
Additional consideration will be given to applicants who can demonstrate fluency in French, both written and oral.
In addition to recruiting part-time Members, the Tribunal may establish an eligibility roster for future appointments. The results of this process may be used to staff future positions with similar qualifications including CAT Members and Vice Chairs.

Key Duties and Responsibilities
CAT Members work under the general direction and mentorship of the CAT Chair and one or more Vice-Chairs. Members are expected to become fully trained and knowledgeable in the applicable law, tribunal procedures, and the CAT online dispute resolution system.
CAT Members are expected to manage multiple concurrent cases. CAT cases are written, online proceedings. Members are expected to check active cases at least once a day for messages and tasks, and more often as required by any ongoing case. Members must be able to devote between 10 and 20 hours per week exclusively to CAT work.
CAT Members are expected to attend monthly Member meetings and additional training or Member meetings as required.
CAT Members are expected to participate in the Tribunal Member performance assessment system, which may include self-assessments, peer and other assessments of performance, and discussions about learning plans and other supports.
The successful candidate will demonstrate the following qualifications:
Dispute Resolution and Adjudication
- Experience in a neutral dispute resolution role, such as tribunal member, adjudicator, arbitrator, mediator, conciliator, ombudsperson, or a comparable role involving the fair assessment of information, resolution of disputes, and decision-making.
- Demonstrated ability to both mediate and adjudicate disputes, including identifying issues, assessing evidence, facilitating resolution, and making fair and impartial decisions.
- Demonstrated comfort and effectiveness conducting dispute resolution primarily through written communications in an online environment.
Legal Knowledge and Decision-Making
- Experience interpreting and applying legislation, policies, case law, or regulatory frameworks in a decision-making, advisory, investigative, dispute resolution, or adjudicative context.
- Knowledge of, or the ability to quickly develop knowledge of, the Condominium Act, 1998, the Statutory Powers Procedure Act, administrative law principles, procedural fairness, and natural justice.
- Strong analytical, problem-solving, and decision-making skills, including the ability to assess conflicting or incomplete evidence and exercise sound, independent judgment.
Written Communication
- Exceptional written communication skills.
- Demonstrated ability to produce clear, concise, well-reasoned, and legally sound written decisions, orders, and procedural directions, and to consistently deliver high-quality written work within established timelines.
Tribunal, Consumer Protection, and Public Service Context
- Understanding of, or demonstrated interest in, the role of administrative tribunals in providing accessible, fair, timely, and proportionate dispute resolution services.
- Understanding of, or demonstrated interest in, condominium law, condominium communities, and the consumer protection mandate of the Condominium Authority of Ontario.
Communication, Accessibility, and Inclusion
- Demonstrated ability to communicate effectively, respectfully, and empathetically with diverse participants, including self-represented individuals and those who may be unfamiliar with tribunal processes.
- Commitment to accessibility, procedural fairness, diversity, equity, inclusion, and accommodation principles.

- Strong organizational and time-management skills, including the ability to manage multiple concurrent matters in a technology-enabled environment.
